Position Description
Directs, plans, coordinates and supervises the operation andactivities of a specialized unit or small department; develops andimplements policies and procedures, administers the budget,organizes tasks and sets priorities. Serves as liaison withuniversity personnel and community at large. Works under generalsupervision with broad latitude for initiative and independentjudgment.
Major/Essential Functions
- Thorough knowledge of the operations, administration, andprogrammatic requirements of a large, complex Physical Plantorganization, including facilities operations, maintenance, repair,construction, renovation, and the effective stewardship ofassociated equipment, building systems, infrastructure, andresources.
- Demonstrated knowledge and experience in engineeringmanagement, facilities operations, maintenance, and capitalimprovement programs, with the ability to apply quantitative andqualitative analysis to identify root causes, resolve complexoperational challenges, and develop and implement effective processand performance improvements.
- Strong leadership, organizational, decision-making, andproblem-solving skills, with the ability to evaluate complexissues, establish priorities, make sound and timely decisions, andeffectively manage competing operational demands.
- Excellent written, verbal, interpersonal, and presentationskills, with the ability to communicate complex technical andoperational information clearly and effectively to executiveleadership, staff, contractors, consultants, regulatory agencies,and other stakeholders.
- Ability to interpret, evaluate, and apply technical informationcontained in construction documents, architectural and engineeringdrawings, specifications, equipment documentation, project plans,and other technical materials related to new construction,renovations, equipment installations, and building systems.
- Demonstrated ability to lead and collaborate effectively withdiverse technical, professional, administrative, and skilled-tradespersonnel while fostering accountability, teamwork, customerservice, and a culture of safety and continuous improvement.
- Working knowledge of occupational safety programs, regulatoryrequirements, personal protective equipment, and safe workpractices applicable to facilities operations, construction,maintenance, and repair activities.
- Ability to move between multiple facility buildings and worksites to conduct inspections, assess operational conditions,oversee projects, evaluate work progress, and ensure the timely andsatisfactory completion of work.
- Although not frequent, the ability to travel between multiplecampuses if needed for the purpose of attending meetings orproviding other locations with additional support.
- Ability to perform and oversee field-based activities,including inspections and assessments, and to work effectively in avariety of physical environments and moderately severeenvironmental conditions.
- Proficiency with Microsoft Office Suite and othercomputer-based systems, including specializedfacilities/maintenance management software, computerizedmaintenance management systems (CMMS), and standard maintenancetools, equipment, and diagnostic devices.
- May require hands-on ability to perform in the variouswork-related tasks of those within the department.
- Act as the first responding member of the team when situationsarise that need immediate attention and guidance.
Required Qualifications
Bachelor's degree in a related area plus five years ofprogressively responsible management experience OR a combination ofeducation and/or years of experience in management to equal aminimum of 9 years.
Preferred Qualifications
- Bachelors degree from an accredited institution in engineering,engineering technology, architecture, business administration,facilities management, or a closely related technical field. Anadvanced degree is highly desirable. Engineering degrees should befrom an ABET-accredited program, and business degrees should befrom an appropriately accredited program.
- Minimum of seven years of progressively responsible experiencein construction, facilities operations, physical plant management,engineering, or facility maintenance within an organization ofsimilar scope and complexity.
- Extensive experience providing leadership and oversight offacilities operations, maintenance, repair, construction,renovation, and capital improvement programs, with demonstratedresponsibility for the effective and efficient allocation ofpersonnel, financial, and physical resources.
- Demonstrated experience in budget development, expendituremanagement, financial oversight, forecasting, and accountabilityfor large-scale facilities and capital programs.
- Significant experience managing technical, professional, andskilled-trades personnel, including workforce planning, performancemanagement, resource allocation, and the development ofhigh-performing teams.
- Knowledge and experience with state procurement requirements,contracting processes, purchasing, inventory control, materialsmanagement, and vendor/contractor oversight.
- Demonstrated ability to establish operational priorities,develop strategic plans, implement performance standards, andcontinuously improve the delivery, reliability, andcost-effectiveness of Physical Plant services.
- Experience working within highly regulated or complexinstitutional environments, with the ability to balance operationalrequirements, regulatory compliance, financial constraints,customer needs, and long-term infrastructure objectives.
- Experience leading facilities operations within a healthcareenvironment, health-related institution and/or institution ofhigher learning is highly desirable.
