Responsibilities

  • Leads and manages the County's capital construction program, including planning, design, and delivery of multi-million dollar projects to meet objectives and regulatory requirements.
  • Manages staff performance, mentorship, and appraisals to provide a fiscally responsible facility management service.
  • Determines strategic goals and operational priorities for upkeep, maintenance, repair, remodel, and construction of all County facilities.
  • Negotiates and administers contracts for capital and facility projects, including RFP/RFQ processes and compliance monitoring.
  • Prepares and presents the annual budget for facility management needs, including future outlooks.
  • Coordinates with Board of Supervisors and County leadership to identify needs and prioritize improvements.
  • Oversees the building access security program and other safety/environmental programs.
  • Performs other duties as assigned.

Payson or Globe, AZ - Full Time

  • The purpose of this position is to lead and manage the Facility Management team to provide a safe, clean, healthy work environment for Gila County elected officials, employees and the general public while taking fiscal, safety and environmental responsibility.
  • This position sets strategic goals and operation priorities for facility management, captial planning, and land management County-wide, and leads the planning, design, delivery, and contract administration of major captial construction and renovation projects. It maintains regular communication with the Board of Supervisors, County leadership and regulatory partners, and ensures alignment with County-wide stratetic objectstives and applicable safety, regulatory, and enviornmental requirements.
Essential Duties and Responsibilities
  • Regularly assigns work to other employees and supervises related activities.
  • Makes final decisions on hiring employees; scheduling work hours of employees; evaluating performance of employees; handling employee grievances; employee training; granting time off; employee promotions; employee coaching; managing assistants and managing supervisors.
  • Provides recommendations on employee salary increases; employee disciplinary actions and discharging employees.
  • Leads and manages the County's captial contstruction program - including planning, design, and delivery of mulit-million dollar captial and rennovation projects - to meet facility objectives, budget, schedule, and regulatory compliance reguirements.
  • Leads, manages, mentors and appraises staff in order to provide a fiscally responsible, effective and efficient facility management service to the County building complexes,and public-use vensues
  • Determines strategic goals, in alignment with the County Strategic Plan, for the Facility Management Division and determines operational priorities for the upkeep, maintenance, repair, remodel and construction of all County facilities, including administrative building, recreational venues, and other community-use properties.
  • Negotiates, awards, administers professional services, and construction contracts for captial and facilitiy projects, inlcuding RFP/RFQ processes, contract amendments, and ongoing compliance monitoring.
  • Prepares and presents the annual budget for County-wide facility management needs to include next fiscal year and a 5-year outlook.
  • Interacts and coordinates with Board of Supervisors, County leadership, directors and managers within the County to identify facility-related needs and to proritize the implementation of the facility-related improvements
  • Overseas the building access security program for the County and other safety/environmental programs.
  • Performs other duties as assigned.
MinimumQualifications
  • Bachelor's Degree in Construction Management or related field; or equivalent combination of education, training, and experience.
  • Five (5) or more years of progressively responsible experience in facilities management, capital construction, or infrastructure operations, which may include a minimum of two (2) years in a supervisory or leadership role; or equivalent combination of education, training and experience.
Professional Credentials Required
  • A professional certification such as Certified Facility Manager (CFM), Facilities Management Professional (FMP), Certified Construction Manager (CCM), Project Management Professional (PMP), Certified Public Manager (CPM), or a similar credential in facilities management, capital project management, or public-sector leadership is preferred. Must possess and maintain a valid Driver's License.
