Job summary

Gila County is seeking a seasoned Facility Management Director to lead the team responsible for a safe, clean, and compliant public work environment for officials, employees, and the public. The role centers on strategic planning, capital projects, and land management across the county.

The position directs budgeting, contracts, and safety programs, collaborates with the Board of Supervisors, and aligns facilities with the county's strategic goals while ensuring regulatory compliance.

Qualifications

  • Bachelor’s Degree in Construction Management or related field; or equivalent combination of education, training and experience.
  • Five (5) or more years of progressively responsible experience in facilities management, capital construction, or infrastructure operations, with at least two years in a supervisory/leadership role.
  • Professional credentials such as CFM, FMP, CCM, PMP, CPM or similar are preferred. Must possess a valid Driver’s License.

Responsibilities

  • Leads capital construction program planning, design and delivery of multi-million dollar projects to meet objectives, budget, schedule and regulatory compliance.
  • Leads, mentors and evaluates staff to provide fiscally responsible facility management across county buildings and public venues.
  • Sets strategic goals for Facility Management Division and prioritizes upkeep, maintenance, repair, remodel and construction of facilities including admin buildings and community venues.
  • Negotiates and administers contracts for capital and facility projects, including RFP/RFQ processes and compliance monitoring.
  • Prepares and presents the annual budget and a 5-year outlook for facility management needs.
  • Coordinates with Board of Supervisors and county leadership to identify needs and prioritize improvements.
  • Oversees building access security and safety/environmental programs.
  • Performs other duties as assigned.

Job description

The purpose of this position is to lead and manage the Facility Management team to provide a safe, clean, healthy work environment for Gila County elected officials, employees and the general public while taking fiscal, safety and environmental responsibility.

This position sets strategic goals and operation priorities for facility management, captial planning, and land management County-wide, and leads the planning, design, delivery, and contract administration of major captial construction and renovation projects. It maintains regular communication with the Board of Supervisors, County leadership and regulatory partners, and ensures alignment with County-wide stratetic objectstives and applicable safety, regulatory, and enviornmental requirements.

SUPERVISORY RESPONSIBILITIES

Regularly assigns work to other employees and supervises related activities.

Makes final decisions on hiring employees; scheduling work hours of employees; evaluating performance of employees; handling employee grievances; employee training; granting time off; employee promotions; employee coaching; managing assistants and managing supervisors.

Provides recommendations on employee salary increases; employee disciplinary actions and discharging employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Leads and manages the County’s captial contstruction program – including planning, design, and delivery of mulit-million dollar captial and rennovation projects – to meet facility objectives, budget, schedule, and regulatory compliance reguirements.

  • Leads, manages, mentors and appraises staff in order to provide a fiscally responsible, effective and efficient facility management service to the County building complexes,and public-use vensues.

  • Determines strategic goals, in alignment with the County Strategic Plan, for the Facility Management Division and determines operational priorities for the upkeep, maintenance, repair, remodel and construction of all County facilities, including administrative building, recreational venues, and other community-use properties.

  • Negotiates, awards, administers professional services, and construction contracts for captial and facilitiy projects, inlcuding RFP/RFQ processes, contract amendments, and ongoing compliance monitoring.

  • Prepares and presents the annual budget for County-wide facility management needs to include next fiscal year and a 5-year outlook.

  • Interacts and coordinates with Board of Supervisors, County leadership, directors and managers within the County to identify facility-related needs and to proritize the implementation of the facility-related improvements.

  • Oversees the building access security program for the County and other safety/environmental programs.

BUDGET RESPONSIBILITIES

This position reviews, approves for submission and presents department level budget along with a 5-year outlook.

PROJECT RESPONSIBILITIES

Initiates, communicates, reviews, approves project resources and communicates results of process improvement projects (most effective building design), technology projects (water conservation, solar energy) and capital development projects (new build based on capital and bond monies). Provides project resource allocation based on pre-approved resources for projects involving employee training and development.

ORAL COMMUNICATION DUTIES

This position trains colleagues, explains County procedures or processes, negotiates or persuades, conducts meetings, leads group discussions, responds to public inquiries and gives presentations.

WRITTEN COMMUNICATION DUTIES

This position creates or edits documents, internal memos, emails, guidelines, contracts, proposals, reports, formal letters, presentations and press releases.

INTERACTIONS WITH THE GENERAL PUBLIC

Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.

INTERACTIONS SPECIFICALLY WITH CUSTOMERS

Continuously (More than 70% but less than 85% in a year)

MINIMUM EDUCATION REQUIRED

Bachelor’s Degree in Construction Management or related field; or equivalent combination of education, training, and experience.

MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED

Five (5) or more years of progressively responsible experience in facilities management, capital construction, or infrastructure operations, which may include a minimum of two (2) years in a supervisory or leadership role; or equivalent combination of education, training and experience.

PROFESSIONAL CREDENTIALS REQUIRED/PREFERRED

A professional certification such as Certified Facility Manager (CFM), Facilities Management Professional (FMP), Certified Construction Manager (CCM), Project Management Professional (PMP), Certified Public Manager (CPM), or a similar credential in facilities management, capital project management, or public-sector leadership is preferred. Must possess and maintain a valid Driver’s License.

KNOWLEDGE REQUIRED

Working knowledge of areas such as building and construction; administration and management; heating, ventilation and air conditioning (HVAC); electrical systems; building codes and applicable Federal, State and Local laws and regulations; and public recreation or community-use facility operations. Familiarity with occupational health and safety principles and regulatory compliance; capital project planning, delivery or contract/procurement administration; preventive and asset lifecycle maintenance planning across multi-site facilities and land assets; and public-sector risk management or environmental considerations related to facility and land-based operations. General understanding of strategic and long-range planning principles, performance metrics or key performance indicators for facilities and capital programs, and structured problem-solving methods for resolving operational, budget or project challenges.

SKILLS REQUIRED

Skill in providing leadership and direction to supervisors, professional staff and contracted service providers, such as administering service contracts, evaluating contractor performance, or aligning operational priorities with budget and risk management objectives. Skill in coordinating strategic maintenance and workforce initiatives across multi-site facilities and land assets, such as building effective working relationships with regulatory agencies, advisory committees, community partners or County leadership. Ability to manage large-scale capital projects, set strategic priorities across the department's operational and capital portfolio, or translate County-wide strategic goals into actionable, measurable outcomes.

PHYSICAL DEMANDS
  • Regularly sits to complete reports, operate computers, and attend meetings.
  • Occasionally required to walk, stand, bend, and visit field locations.
  • May occasionally lift or move light to moderate materials or equipment.
WORK ENVIRONMENT

Incumbents in this position routinely perform work in and around construction/maintenance work sites and maintenance and carpentry shops; standing, walking, driving, and lifting up to 75 pounds is involved.

SAFETY RISK EXPOSURE

Incumbents in this position may be exposed to stressful situations, difficult or emotional interactions with customers or stakeholders, and typical risks associated with visiting operational or construction environments.

PROTECTIVE GEAR & SAFETY MANUALS

Incumbents in this position are required to follow all applicable safety policies and procedures. When visiting operational or project sites, may require appropriate personal protective equipment in accordance with site conditions and identified hazards.
