Avid Systems is seeking an experienced IT Project Manager to support a major digital modernization initiative for WMATA. The role oversees web and mobile application development projects to improve customer experience across WMATA's digital platforms, including the public website and SmarTrip apps.

The ideal candidate has strong Agile background, enterprise delivery, stakeholder management, and technical leadership.

Qualifications

Bachelor's degree in Computer Science, Information Technology, MIS, or related discipline.
Minimum 3 years leading complex web app development projects using Agile methodologies.
Minimum 3 years using Agile lifecycle tools (Jira, Confluence, Bamboo, Bitbucket or similar).
Minimum 2 years supporting or managing IT operations projects.
Minimum 5 years hands-on experience with General Order Track Rights System and Site-Specific Work Plan applications.
Experience managing enterprise software development projects with cross-functional teams.
Strong knowledge of project planning, scheduling, requirements management, and risk mitigation.
Experience developing and maintaining project schedules with Microsoft Project.
Excellent communication, organizational, leadership, and stakeholder management skills.

Responsibilities

Lead and manage complex web and mobile app development projects from initiation through implementation.
Oversee digital modernization initiatives involving enterprise websites, mobile apps, backend services, and API integrations.
Coordinate activities across development teams, technical stakeholders, business sponsors, vendors, and senior management.
Manage project scope, timelines, budgets, milestones, deliverables, and resource assignments.
Develop and maintain detailed project schedules using Microsoft Project.
Apply Agile project management methodologies to support iterative software development and delivery.
Manage project activities using Jira, Confluence, Bamboo, Bitbucket, and related platforms.
Collaborate with business stakeholders to gather requirements and develop functional specifications.
Create project documentation, work plans, progress reports, and executive status updates.
Identify project risks, dependencies, and issues and implement resolution strategies.
Facilitate project meetings and maintain stakeholder communication.
Partner with technical teams to troubleshoot development and deployment issues.
Ensure projects meet quality, security, performance, and operational requirements.
Coordinate testing, deployment, and production implementation activities.
Oversee secure software development practices and code quality processes.
Support continuous improvement through retrospectives and lessons learned.
