Job summary

Red Cedar Consultancy, LLC in McLean, VA seeks a Portfolio Manager to lead business development, capture management, and IDIQ/MAC/SAC/BPA task orders within the DHS and Defense Agencies. You will leverage deep DHS knowledge to shape and pursue strategic opportunities, build partnerships, and guide proposal strategies.

The role requires strong oral and written communication, and the ability to collaborate across teams.

Qualifications

US Citizenship is required.
Bachelor's degree in business, economics, political science, or a related field; advanced degree preferred.
At least 3-5 years of experience in BD and Capture Management.
Experience developing business in the Government market in IT, cyber security, AI/ML, GIS, and/or data analytics solutions.
Strong understanding of Federal acquisition processes and regulations, including FAR.
Team player capable of working within a collaborative environment.
Experience in use of DELTEK GovWIN IQ, HigherGov, NextStage/CRM tools.

Responsibilities

Aggressively pursue and qualify new opportunities within the DHS and Defense Agencies addressable market space.
Lead capture efforts to secure new or re-compete contracts and drive win strategies.
Maintain pipeline records and report on opportunities and revenue for current customers.
Develop capture plans, proposals, solutions, and marketing materials.
Coordinate with Proposal Management to convert intel into winning themes and ensure alignment.
