Job summary

Niyam IT is seeking a Business Development / Capture Manager to lead capture across DHS Homeland Security accounts (CBP, USCIS, CISA, I&A). You will own the pipeline, drive capture strategy, and partner with a proposal team to take opportunities to submission.

The role is high-impact with direct access to senior leadership and requires 5+ years in federal BD/capture and DHS experience. Remote-friendly with national scope.

Qualifications

• 5+ years of federal BD and capture experience with wins on competitive awards of $25M+.
• Deep experience executing the Shipley capture process.
• Proven success responding to DHS solicitations, ideally CBP/USCIS/CISA/I&A.
• DHS component relationships and market knowledge in border security, immigration, cybersecurity, or intelligence missions.
• Ability to obtain and maintain a DHS Public Trust determination; active clearance preferred.
• Strong written and verbal communication; translate technical solutions into win narratives.
• Proficiency with Microsoft Office and pipeline/CRM tools.

Responsibilities

• Own and grow the pipeline for CBP, USCIS, CISA, and I&A through award.
• Lead capture planning and execution on opportunities $25M+, including competitive analysis and win themes.
• Drive gate reviews and bid/no-bid decisions using Shipley BDLC.
• Develop and maintain relationships across program offices to shape requirements.
• Identify and pursue task order opportunities and recompetes across target accounts.
• Respond to DHS RFPs with the proposal team to ensure compliant submissions.
• Track pipeline metrics and report to executive leadership.
