Job summary

Independence Blue Cross, LLC seeks a Senior Vice President & Deputy General Counsel to lead the Legal Department and to serve as a strategic partner to executive leadership. The role includes responsibility for enterprise AI governance, regulatory strategy, and complex transactions in the health insurance sector.

Qualifications

• Juris Doctor degree from an ABA-accredited law school.
• Admission to the Pennsylvania Bar, or another state bar with PA eligibility; active license required.
• Minimum of 15 years of progressively responsible legal experience in health insurer or regulated settings.
• Experience advising executive leadership on complex legal, regulatory, governance, and product matters.
• Experience leading legal teams, developing talent, and managing budgets and outside counsel.
• Deep knowledge of healthcare law, managed care, provider contracting, and government programs.
• Experience with strategic transactions, partnerships, joint ventures, mergers and acquisitions.
• Knowledge of privacy, cybersecurity, technology, data governance, and AI issues.

Responsibilities

• Lead multiple legal practice areas and senior leaders with a focus on strategy, planning, and culture.
• Advise executive leadership on significant legal, regulatory, governance, and reputational matters.
• Provide executive legal oversight for commercial and government health products and markets.
• Lead strategy for transactions, affiliations, joint ventures, and substantial enterprise initiatives.
• Direct engagement on regulatory matters with federal and state agencies.
• Oversee litigation, investigations, and vendor relationships with risk management in mind.
• Head the AI Responsible Use Office and enterprise AI governance programs.
• Support corporate governance; coordinate with Board and committees as delegated.
