Deputy Discrimination, Harassment, and Retaliation Administrator (Administrator I)

Compensation and Benefits: The anticipated hiring salary range is $85,000 - $95,000 per year. This is a CSU Management Personnel Plan position. The CSU system provides a comprehensive benefit package including medical, dental and vision plans, CalPERS membership, sick and vacation time, and 15 paid holidays. Eligible employees may also participate in the fee waiver education program.

Job Summary: Under the general direction of the Assistant Vice President of Compliance and Civil Rights, the Deputy DHR Administrator provides strategic and operational leadership for the intake, assessment, and resolution of Discrimination, Harassment, and Retaliation matters. This role oversees initial review, preliminary inquiry, jurisdictional assessment, and case determination for all DHR reports, ensuring timely, equitable, and policy‑compliant responses. The Deputy DHR Administrator manages complex case processes from intake through outcome, including issuance of formal notices and oversight of investigative quality and compliance. As a senior leader within OCCR, the Deputy DHR Administrator serves as a highly visible campus resource and trusted point of contact for students, employees, administrators, and campus partners. They will work closely with administrators and university stakeholders to address discrimination‑related concerns and ensure compliance with CSU policy and applicable federal and state laws. The position requires a regular on‑campus presence, with eligibility for one remote workday per week.

Key Qualifications
  • Knowledge of:
    • Federal and state laws related to discrimination, harassment, and retaliation.
    • CSU DHR policies and procedures.
    • Principles of human resources and employee relations or civil rights compliance (including Title VI).
    • Case management systems and standard office technologies.
  • Skills and Abilities:
    • Exercise sound, impartial judgment in highly sensitive matters.
    • Strong analytical and decision‑making skills.
    • Excellent written and verbal communication skills.
    • Manage complex caseloads and competing priorities.
    • Collaborate effectively with diverse campus stakeholders.
    • Strong attention to detail and ensure compliance with policy and legal standards.
Education and Experience
  • Bachelor’s degree from an accredited institution in a relevant field.
  • Minimum of 3 years demonstrated experience in DHR/EEO/HR or related compliance, and employee relations, workplace investigations, or civil rights investigations.
  • Demonstrated experience independently managing and resolving a high‑volume caseload of complex discrimination, harassment, retaliation, employee relations, or civil rights matters from intake through resolution, including independent case assessment, jurisdictional analysis, triage, risk assessment, and determination of appropriate resolution strategies.
Preferred Qualifications
  • Master’s degree from an accredited institution.
  • Experience in higher education.
  • Experience with Maxient, CaseIQ, or similar case management systems.
  • Experience reviewing investigations, making findings, or overseeing case outcomes.
