Zusammenfassung

DCAS is seeking a Deputy Director for Energy Management to oversee in-house energy efficiency capital projects, manage a new DB pipeline, and coordinate across city agencies. You will lead RFQ/RFP processes, ensure DB compliance, and drive strategic funding and reporting for multi-year capital plans.

The role requires strong technical guidance, project delivery leadership, and collaboration with agency partners to advance energy efficiency and emissions reduction citywide.

Aufgaben

• Manage DEM’s in-house design-build energy efficiency capital implementation program and provide administrative/technical support for new pipeline of DB projects.
• Oversee RFQs and RFPs for design-build energy efficiency projects; review, give feedback, and ensure DB parameters are followed.
• Support capital funding allocation strategy; help meet 5- and 10-year capital plans; monitor budget and funding encumbrances.
• Provide technical guidance and QA for DEM engineers; develop tools/specifications for evaluating projects and measuring impact with M&V activities.
• Liaise with agency partners, project delivery partners, and stakeholders to ensure collaboration and compliance.
• Manage program data collection, tracking and reporting for schedules, budgets, scopes, energy savings, and emissions goals.
