Job summary

DCAS Energy Management is seeking an Assistant Commissioner to oversee the City’s utility budgets, energy procurement, and data-driven operations. You will lead teams responsible for budget development, billing oversight, and regulator-ready reporting, while guiding strategy for tariffs and emerging requirements.

You will supervise around 20 staff, drive modernization of EC3 and related data flows, and coordinate across DEM units. Strong leadership and city-government experience are essential.

• Oversee the City’s utility energy budget, billing, and related DEM reporting.
• Lead management of utility accounts, meters, and energy cost data analyses.
• Direct energy procurement decisions and multi-year citywide contracts.
• Oversee EC3 energy billing systems and data interfaces with DEM.
• Represent NYC in energy rate case proceedings and program leadership.
