Energy Management serves as the hub for energy efficiency and emissions reduction throughout NYC government operations, supporting our agency partners’ progress towards the City’s major emissions reduction and energy objectives. The Energy Management team concentrates their efforts in six areas: the City’s energy supply, clean energy generation, demand response & load management, energy efficient operations & maintenance, energy efficiency retrofit projects, and energy training & innovation.
Their primary responsibilities will be to exercise full administrative and technical responsibilities for capital project planning and delivery and to manage staff and design builders engaged in the design and construction of energy efficiency capital projects at City facilities. With wide latitude for the exercise of independent judgment and initiative, the Deputy Director will be charged with the following:
Deputy Director Responsibilities
- Managing DEM’s in-house design-build (DB) energy efficiency capital implementation program: Provides administrative and technical support to the conceptualization, development, and execution of a new pipeline of in-house design-build (DB) capital projects. Identify strategies to scale up implementation opportunities across multiple facilities based on building typology, space use, and operational requirements. Keep track of portfolio of projects, provide programmatic support and updates to the Executive Director, Capital Project Implementation.
- Overseeing the development of RFQs and RFPs associated with the delivery of design build energy efficiency projects: In close collaboration with agency partners, consultants, and contractors, Oversee, review, provide feedback, and make recommendations on design build RFQs, RFPs, and design documents submitted by design builders for proposed or underway energy efficiency projects. Ensure that projects are conceptualized, framed, and delivered under the city’s design-build (DB) parameters and guidelines.
- Driving efforts to achieve division-wide financial commitments: Supports the program capital funding allocation strategy and provides feedback on the five- and ten-year capital plans. Responsible for meeting annual targets for capital utilization, including contract registration and funding encumbrances. Monitors and provides an oversight of payment approvals processes, work order changes, and capital fund liquidations.
- Provide technical guidance and quality assurance: Provides support for the development of technical tools, specifications, and guidelines for DEM engineers to utilize in evaluating potential projects, conducting energy analysis, and measuring the impact of DEM investments via measurement and verification (M&V) activities. Implement industry’s best practices to ensure that high efficiency building systems are being designed, procured, constructed, and operated for optimal impact and cost-effectiveness.
- Liaising with agency partners, project delivery partners, and other stakeholders: Forms strong working relationships and establishes open communication with key constituents at partner agencies, including those responsible for energy management, building operators, capital project execution, and budgetary oversight and procurement, as well as agency senior leadership. Through direct intervention and coaching, works to enforce compliance, clear roadblocks, and create opportunities for deeper and more impactful agency collaboration.
- Managing program data collection, tracking, and reporting: Perform program data collection and tracking required to ensure accurate, on-demand project reporting in a range of areas, including compliance with project schedule, budgets, and scopes, energy savings and a
