Job summary

The North Carolina Department of Health and Human Services (DHHS) - Division of Aging and Adult Services seeks a Human Services Planner/Evaluator III to lead data analysis, evaluation, and performance measurement for statewide aging programs. You will transform complex data into actionable insights, support Older Americans Act reporting, and develop dashboards to drive continuous quality improvement.

Qualifications

Master’s degree in public or human services administration or related field.
Minimum three years in human services planning or program evaluation.
Five years of admin/consulting in human services planning (for bachelor path).

Responsibilities

Lead the design and implementation of performance measures and evaluation frameworks for statewide aging programs.
Analyze complex datasets to assess program effectiveness and generate actionable insights.
Maintain and enhance federal reporting systems and data processes such as OAAPS.
Develop dashboards and visualization tools to support quality improvement.
Provide clear recommendations and executive-level reports for leadership and partners.
Coordinate evaluation activities to support the Multisector Plan for Aging and track indicators.
