Job summary

The City of Cleveland is seeking a Policy Analyst in the Human Resources Department to research, develop, and modernize employment policies, analyze workforce data, and advise on policy matters under the Director of HR.

Responsibilities include policy development, data reporting, compliance monitoring, compensation analysis, and staff advisement, with a focus on efficiency and legal alignment.

Qualifications

  • Bachelor’s degree in HR, business administration, or related field required.
  • Two years of related experience in program administration required.
  • Public sector/municipal government experience preferred.
  • SHRM-CP or SHRM-SCP certification.
  • Certification in HR or project management.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office Suite and SharePoint.

Responsibilities

  • Policy Development: Research, draft, and update City policies, procedures, and handbooks in compliance with laws.
  • Data Analysis: Collect, analyze, and report HR metrics to inform decisions.
  • Compliance & Research: Monitor employment law changes and conduct audits for compliance.
  • Compensation & Benefits Analysis: Conduct salary surveys and job evaluations.
  • Advisement: Advise departments on policy interpretation and HR procedures.
  • Training: Train employees on policies and procedures.
