Job summary

The City of Cleveland is seeking a Data Analyst to support Open Data & Analytics. This role enables reporting and dashboards for City departments and external publication to the Open Data Portal, partnering with IT and operations teams to deliver clear insights.

You will analyze data across sources, develop data standards, and create dashboards to monitor KPIs. Strong collaboration and data tooling (Power BI/Tableau) are required.

Qualifications

Data Analyst

Overview

The Data Analyst reports to the Manager, Open Data & Analytics in the Office of Urban Analytics & Innovation (Urban AI) at the City of Cleveland. The Data Analyst is responsible for enabling reporting and dashboards both in collaboration with and on behalf of City departments, for internal business use and for external publication to the Open Data Portal. The Data Analyst will partner with business and operations technology teams to provide easily understood insights and recommendations to City leaders, allowing for data-informed decision-making. This role requires business intuition, an ability to use analytical tools and methods to gain insights from data, organizational skills and the soft skills necessary to be a good partner to various teams across the City of Cleveland.

Typical Tasks

• Develops file data specifications including standard names for data elements. Consults with and assists Project Leaders on procedures related to new or existing data file structures. Monitors and analyzes the performance of databases and prepares reports on findings to management including recommendations for improvement. Assists Project Leaders, Systems Analysts, and Programmers with implementation of data files to database. Develops and documents standards for use, control, updating, and maintenance of databases. Interfaces with tech support and computer operations in the reorganization of databases and recovery and backup procedures.
• Bachelor's Degree in Computer Science, Business Administration, or closely related field from an accredited four-year college or university required. Two years of experience in Database Management Systems (DMS) required. (Substitution: Two years of any equivalent combination of education, training and experience may be substituted for each year of college education lacking.) Must be proficient in Windows and Microsoft Office Suite. Must be able to lift and carry a minimum of thirty (30) pounds. Valid State of Ohio Driver's License required.

Essential Duties & Job Functions

• Leverage data from a variety of sources to analyze business performance, identify areas of opportunity and deliver actionable insights to operations leaders and front-line personnel.
• Partner with business stakeholders to identify key initiatives and engage data analytics team members across the City of Cleveland to complete delivery of sustainable solutions to business problems, using data analysis, advanced analytics and data engineering standard methodologies.
• Assist other department analysts with preparing items for the Open Data Portal, including but not limited to ensuring that data items have adequate design, functionality, and metadata.
• Create performance management dashboards for City departments to monitor progress against KPIs and goals.
• Test data and/or applications to validate data accuracy/quality.
• Track small to medium-sized projects from conceptualization to completion, including helping to create project roadmaps, project plans and requirements documentation.
• Lead status meetings and manage frequent status communication to business stakeholders, IT teams and senior leadership as required.

Preferred Qualifications

• Bachelor's degree in quantitative field (mathematics, statistics, economics, business analytics, information systems, finance, or related degree).
• Demonstrated ability in analytical role (analysis, information science, data visualization or other relevant quantitative fields).
• Experience working with large datasets and reporting or visualization tools, ability to tell a story using data.
• Experience with analytics software (Power BI, Tableau, or similar) preferred .
• Ability to thrive in a project-based, team environment.
