The New Mexico Department of Finance and Administration Central Payroll Bureau is responsible for administering statewide payroll operations and ensuring employees across New Mexico state government are paid accurately, timely, and in compliance with federal and state laws, regulations, and policies. The Bureau oversees payroll processing within the SHARE Human Capital Management (HCM) system, payroll tax reporting, garnishments, benefits deductions, leave and timekeeping coordination, W-2 processing, and statewide payroll compliance and guidance. The Bureau works closely with agency HR, finance, and payroll staff to provide technical assistance, training, policy interpretation, and operational support for payroll-related functions. As part of DFA's Financial Control Division, the Central Payroll Bureau plays a critical role in maintaining internal controls, supporting statewide financial reporting and audit requirements, and driving modernization and continuous improvement of payroll operations, customer service, and workforce technology solutions.
The Data Control Manager supports the Central Payroll Bureau by performing tasks necessary to ensure proper bi-weekly payments to the 24,000+ employees. This position supervises the Data Control area to ensure that all payroll documents received from state agencies are correctly submitted and ready for entry into the PeopleSoft HCM system prior to on-cycle payroll processing. Data Control ensures all time and labor exceptions have been cleared and all time has been approved prior to biweekly payroll process. The payroll documents include but not limited to: Additional Pay, One-Time Refunds and Deductions, Terminal Leave requests and other payroll documentation.
Work with state agencies HCM Administrators to ensure an employee is properly set up to be paid correctly. This includes working with state agencies HCM Administrators on all HCM related processes to include job data, time and labor and payroll. Run queries in PeopleSoft HCM to ensure time and labor exceptions are cleared and all timesheets have been approved prior to on-cycle payroll processing. Ensure that all payroll documents received from state agencies are correctly entered into the PeopleSoft HCM system prior to on-cycle payroll processing. Testing upgrades in PeopleSoft HCM and support to FCD Central Payroll Bureau staff and state agencies as required.

They excel in navigating complex time, labor, and payroll processes and are skilled at identifying and resolving data discrepancies to ensure accurate and timely payroll for a large workforce. This candidate demonstrates exceptional technical proficiency in running, interpreting, and validating query outputs within Share HCM, ensuring all time and labor exceptions are cleared and all payroll-related documentation is processed correctly. They possess strong problem-solving abilities and bring confidence in coordinating with agency HCM Administrators to ensure employees are set up accurately within the system and ready for payroll processing. They are highly organized and capable of managing large volumes of payroll documents with precision. The ideal candidate is comfortable supporting system upgrades, conducting testing, and collaborating with both Central Payroll Bureau staff and statewide agency partners. In addition, they bring excellent communication skills, thrive in a fast-paced environment, and demonstrate leadership ability through effective supervision of the Data Control team. They take initiative, maintain accuracy under tight deadlines, and are committed to safeguarding the integrity of payroll operations across the State of New Mexico.
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and eight (8) years of directly related experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
State issued ID or Driver's License. Pre-employment criminal background check is required, and employment offer will not be extended prior to results.
Work is performed in an office setting with exposure to Visual Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
