Why does the job exist?

The Financial Supervisor is responsible for the overall management of fiscal, purchasing, and administrative activities for the Program Support Division.


This position provides leadership and oversight for financial operations, purchasing activities, invoice processing, and special projects while ensuring compliance with applicable state laws, regulations, and agency policies.


The Financial Supervisor directly supervises staff, assigns work, monitors performance, and promotes a collaborative, customer-focused work environment.


How does it get done?

This position conducts and oversees a variety of fiscal activities within Program Support, including preparing and reviewing journal entries, performing payroll reconciliations, and maintaining financial records. The Financial Supervisor is responsible for budget monitoring for the Program Support Division. This position prepares reports and financial analysis for their manager.


This position provides oversight of purchasing and payment activities within Program Support. The Financial Supervisor ensures the creation of purchase orders, tracks payments, and monitors purchase order balances. The position conducts regular analysis, and reconciliation of fiscal, purchasing, and payment transactions by creating logs, comparing reports to transactions and other source documents, reviewing for errors, and processing corrections. The Financial Supervisor is responsible for coordinating contract development activities including planning, budgeting, tracking, and routing of supporting documents. The Financial Supervisor overseas fiscal year end closing activities to ensure all transactions are completed accurately and on schedule while facilitating a smooth transition into the new fiscal year.


Financial Supervisor leads and participates in special projects that support the operational and strategic goals of the division. Responsibilities include developing reports, dashboards, charts, and presentations; conducting financial and operational data analysis; identifying trends and recommendations; and coordinating project activities within Program Support bureaus and other divisions throughout the Department.

As the fiscal leader for the Program Support Division, the Financial Supervisor monitors the budget, and oversight of purchasing, payment processing, financial reporting, and special project management across multiple bureaus. This position serves as a key resource to management and staff by providing exceptional customer service, fostering collaboration, ensuring fiscal accountability, and supporting the Division¿s operational and financial goals.

  • Is knowledgeable and collaborative financial professional with experience in governmental fiscal management, purchasing, and financial reporting.

  • They possess strong analytical and organizational skills and are comfortable managing multiple priorities in a fast-paced environment.

  • Demonstrates excellent leadership and supervisory abilities, communicates effectively with executive leadership and staff, and has experience interpreting financial data to support informed decision making.

  • They have a thorough understanding of governmental accounting principles, budget monitoring, procurement practices, and financial compliance requirements.

  • Is highly detailed oriented, committed to continuous improvement, delivers exceptional customer service, and can build productive relationships across multiple programs while maintaining the highest standards of integrity and fiscal stewardship.


Associate Degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.


Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.


Working Conditions

Work is performed in an office setting with exposure to visual/video display terminal (VDT), extensive use of a personal computer and phone usage.


Bargaining Unit Position

This position is not covered by a collective bargaining agreement.
