Job summary

DelDOT in Dover, DE seeks an experienced Fiscal Manager to oversee department-wide payroll operations for a large agency, supervising the Central Payroll Unit and coordinating bi-weekly payrolls and related controls.

You will lead data analysis, internal controls, and reporting, while guiding recruitment and retention payroll initiatives and providing high-level financial guidance to management.

Qualifications

  • Three years’ experience analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • One year assembling, analyzing and interpreting financial and accounting data and preparing comprehensive financial reports.
  • One year of budget management and control such as managing a budget and monitoring expenditures within approved appropriations.
  • Six months' experience in staff supervision including planning, assigning, reviewing, and evaluating others.

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to the agency budget and applicable regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals and documents; maintains an audit trail.

Summary Statement

The incumbent in this position will work in the Central Business Office and provide department-wide oversight of the Department's payroll operations for a large law enforcement agency consisting of about 2,8000 employees. Job duties which includes: bi-weekly payroll processing, internal control reviews of bi-weekly payroll transactions, critical morning report reviews, payroll funding adjustments both inter and intra agency; overpayment collection, coordinate and manage the recruitment and retention payroll initiatives, imputed wage processing, data tracking and analysis, facility timekeeper initial and refresher training, policy development and maintenance, special projects, and serve as the lead manager for the Central Payroll Unit supervising full time employees and a casual/seasonal employee.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Six months experience in using an automated human resource OR payroll management information system to enter, update, modify, delete, retrieve/inquire and report on data.

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Job Requirements

JOB REQUIREMENTS for Fiscal Manager

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Three years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • One year of experience in assembling, analyzing and interpreting financial and accounting data and preparing comprehensive financial reports.
  • One year of experience in budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  • Six months' experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
