Job summary

California Governor’s Office of Emergency Services (Cal OES) seeks a proactive professional to support statewide tactical communications planning, operations, and evaluation during routine and emergency conditions.

Under the Senior Coordinator, you will manage assigned projects, ensure communication systems operate reliably, and coordinate interoperability efforts with Cal OES branches, regions, and partner agencies.

Qualifications

• Radio communications knowledge — Familiarity with public-safety radio systems and interoperability.
• Emergency communications experience — Experience supporting communications during disasters or large events.

Under the direction of the Senior Coordinator, Tactical Communications Unit (TCU), the incumbent supports statewide tactical communications planning, operations, and evaluation during routine and emergency conditions. The position manages assigned tactical communications projects, ensures Cal OES communication systems are operational, and performs emergency response activities as directed. The TCU coordinates statewide interoperability efforts, supports emergency communications response and recovery, develops required regulatory and planning guidance, and provides technical assistance to Cal OES branches, regions, and partner agencies.

The Public Safety Communications (PSC) Technical Services Branch provides a variety of services to PSC and the public safety agencies it serves. The Branch oversees the California Public Safety Microwave Network (CAPSNET), licensing of public safety radio spectrum with the FCC, and a host of ancillary services that support PSC’s service delivery.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Radio communications knowledge — Familiarity with public-safety radio systems, VHF/UHF, trunked radio systems, satellite communications, repeaters, and radio interoperability.
• Emergency communications experience — Experience supporting communications during disasters, emergencies, large public events, or incident response.
• Technical troubleshooting — Ability to diagnose communication failures, configure equipment, identify coverage problems, and coordinate repairs or technical support.
• Documentation and reporting — Ability to maintain communications plans, equipment inventories, deployment records, situation reports, and after-action documentation.
• Field deployment experience — Willingness and ability to deploy to disaster areas, potentially on short notice and under difficult conditions.
• Professional judgment under pressure — Ability to make sound decisions when communications infrastructure is degraded and information is incomplete.
