Job summary

The California Governor’s Office of Emergency Services seeks a Senior Emergency Services Coordinator to lead the Disaster Analysis Unit and coordinate recovery operations across Cal OES, state, federal, and local partners. This role develops recovery actions, briefs, and training materials to support long-term disaster response and recovery.

Responsibilities include organizing resources, leading special assignments, and ensuring alignment with state disaster recovery objectives and policy

Under the general direction of the Supervisor II, the Senior Emergency Services Coordinator (SESC) serves as a lead for highly specialized support to all elements within the Recovery Disaster Analysis and Coordination Unit. The SESC will serve as the Disaster Analysis Unit lead. The functions of this team are to prepare Governor’s Office Action Requests, provide technical expertise, participate in the Incident Command Structure activations, and validate Initial Damage Estimates, and develop Recovery training, exercises, presentations, and briefings as requested.

The SESC is project coordinator on special assignments identified to support the most critical and/or complex disaster recovery projects to support short- and long-term recovery operations, in concert with other Cal OES, state, federal, and local government and non-governmental partners. Serves as a lead and legislative coordinator for the unit. May also be called upon to support response and recovery operations, at the Joint Field Office and in the development/revision of operational recovery plans and documents. Responsible to lead and organize the resources and implementation of objectives that support the department’s pre- and post-disaster recovery objectives, such as disaster recovery planning and preparedness, assessments, vulnerability studies, and financial incentives.

Must have a broad working knowledge of state emergency management services and operations in addition to state and federal Public Assistance, Individual Assistance, Fire Management Assistance Grant, and Hazard Mitigation Grant Programs as provided under the California Emergency Services Act, California Disaster Assistance Act, and the Robert T. Stafford Act.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

The Recovery Directorate is comprised of three sections — Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
