Job summary

INCATech LLC is seeking a Contract Specialist to support contingent hiring across Junior, Mid, Senior and SME levels. Responsibilities include reviewing acquisition packages, developing SIRs/RFPs, conducting market research, and performing price/cost analyses for fair and reasonable determinations.

The role requires progressive federal contracting experience and the ability to guide evaluation teams while mentoring junior staff. Opportunities span multiple locations and acquisition domains.

Qualifications

  • Junior: 1 year of procurement or contracting experience (1102 or equivalent).
  • Mid: 2 years federal contracting experience with FAA or other federal acquisition policies.
  • Senior: 3 years federal contracting experience with deep knowledge of complex contracting processes.
  • SME: 10 years of federal contracting experience with deep knowledge of complex contracting processes.

Responsibilities

  • Review and validate acquisition packages for completeness and accuracy; resolve omissions or ambiguities.
  • Develop solicitation documents (SIRs, RFQs, RFOs, RFPs); post public announcements; ensure compliance and clarity.
  • Conduct market research and assist with procurement plans, statements of work, IGCEs, evaluation criteria, and single-source justifications.
  • Perform price and cost analyses; prepare fair and reasonable price determinations; support negotiations.
  • Prepare and process contract modifications, funding changes, and option exercises; monitor performance and delivery.
  • Review and recommend invoice payments; maintain contract funding and modification logs.
  • Maintain PRISM, FPDS, and Delphi data integrity; ensure complete and audit-ready files.
  • Prepare vendor performance evaluations after option exercises and closeouts; execute full closeout packages.
  • Lead complex formal acquisitions, guide evaluation teams, and mentor junior staff.

Work Location: Washington, D.C., Atlantic City, NJ, Oklahoma City, OK

Responsibilities

Requirements
Experience
  • Junior: At least 1 year of recent experience in procurement or contracting (1102 or equivalent).
  • Mid: At least 2 years of federal contracting experience at the next lower level, with documented understanding of FAA or other federal acquisition policies.
  • Senior: At least 3 years of federal contracting experience at the next lower level, with deep knowledge of complex contracting processes.
  • SME: At least 10 years of federal contracting experience at the next lower level, with deep knowledge of complex contracting processes.
Education
  • Junior/Mid: Bachelor’s degree preferred, or 24 semester hours in business‑related fields.
  • Senior: Bachelor’s degree required, including 24 semester hours in business‑related coursework.
Certifications
  • Junior: No certification required.
  • Mid: FAA CO/S Level I, DAWIA Level I (CO/S), or FAC‑C Entry Level I or four (4) years of federal contracting experience.
  • Senior: FAA CO/S Level II, DAWIA Level II (CO/S), or FAC‑C Mid‑Journeyman Level II or Level I certification plus six (6) years of federal contracting experience.
  • SME: FAA CO/S Level III Certification, DAWIA Level III Certification CO/S, or FAC‑C Senior/Expert Level III.
Skills & Tools
  • Proficiency with PRISM, FPDS, and Delphi.
  • Strong ability to conduct price/cost analysis, prepare solicitation and award documentation, manage modifications, and communicate effectively with stakeholders.
