Job summary

Jobtailor is seeking an experienced facilities leader to oversee safety, building systems, and maintenance across major construction and renovation projects. You will coordinate with engineers, contractors, and government agencies to ensure compliance and high-quality performance.

The role requires extensive knowledge of NFPA, OSHA, EPA codes, and CMMS-FM proficiency, plus a Bachelor's in engineering or management and a strong supervisory track record. A CFM certification is highly desirable.

Qualifications

• Five or more years managing facility operations and maintenance programs, including operations, preventive maintenance, subcontracts, HVAC, electrical, pre-construction services, quality control systems, and supervisory functions.
• Thorough knowledge of engineering and construction principles, practices and procedures.
• Knowledge of applicable laws and government regulations.
• Knowledge of management and supervision principles.
• Proven experience in facility maintenance management, including managing budgets and full knowledge of business operations.

Job description

• Administer and direct programs for safety, building, grounds, equipment, utilities, and distribution systems
• Coordinate major construction and renovation programs
• Plan, organize, and control plant operations, maintenance, building equipment, and renovations
• Review and evaluate existing programs, services, policies, and procedures
• Develop, recommend, and implement new or modified programs, services, policies, and procedures
• Coordinate with the Contracting Officer Representative, staff, community groups, agencies, contractors, architects, and engineers
• Monitor work quality, workload completion, facility standards, and regulations
• Manage supplies, equipment requisitions, departmental budgets, and utilities energy savings programs
• Prepare and maintain departmental records and reports
• Manage compliance with State Health Department, EPA, DEP, ADA, OSHA, UST, and related requirements
• Supervise personnel, including assigning work, monitoring performance, reviewing evaluations, scheduling leave, training, resolving complaints, disciplining employees, interviewing applicants, and recommending hires
• Plan, coordinate, and monitor construction and development of physical facilities
• Review construction plans and advise on structural changes, additions, and modifications
• Analyze contractor bids and blueprints and submit recommendations to administration
• Liaise with contractors, architects, engineers, and suppliers
• Negotiate preferred agreements with outside vendors
• May oversee grounds maintenance and snow removal
• Manage the in-house fire response team
• Perform delegated duties and serve on facility committees

Requirements

• Five (5) or more years managing facility operations and maintenance programs, including operations, preventative maintenance, subcontracts, HVAC, electrical, pre-construction services, quality control systems, and supervisory functions
• Thorough knowledge of engineering and construction principles, practices and procedures
• Knowledge of applicable laws and government regulations
• Knowledge of management and supervision principles
• Proven experience in facility maintenance management, including managing budgets and full knowledge of business operations
• Working experience with NFPA, ASME, OSHA, and EPA codes and standards
• Ability to read, comprehend, and transmit complicated detailed instructions in writing and verbally
• Ability to communicate effectively in written format and oral presentations
• Ability to multitask and establish priorities
• Understanding of Army programs highly desirable
• Proficiency with CMMS-FM is a plus
• Bachelor’s degree in engineering, management, or equivalent mechanical/electrical operations experience
• Certified Facility Manager (CFM) Certification desired
• Proficiency with Windows-based office software, including Microsoft Office, Word, Excel, PowerPoint, and Outlook
• Must maintain a drug-free workplace; pre-employment substance abuse testing may be performed
