Job summary

City of Detroit Water and Sewerage Department is seeking a detail-oriented Program Analyst to support the Alley Sewer Repair Project. You will collaborate with Project Manager, Engineers, and contractors to ensure accurate review and processing of invoices in line with contract terms and funding requirements.

The ideal candidate has strong analytical skills, construction project administration experience, and knowledge of federal, state, and local funding compliance for public infrastructure

Qualifications

  • Bachelor’s degree or equivalent in a related field; preferred.
  • 3+ years in project controls, construction admin, program analysis, finance, or contract administration.
  • 3+ years supporting construction or infrastructure projects.
  • Experience reviewing contractor invoices/pay applications for construction projects.
  • Familiar with federal, state, and local funded projects; grant compliance desirable.
  • Proficient in Microsoft Suite and financial tracking systems.
  • Strong analytical, organizational, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.

Responsibilities

  • Review contractor invoices, pay apps, change orders, and related docs for accuracy and compliance.
  • Coordinate with Project Engineers and field staff to validate work and milestones before payment.
  • Monitor budgets, encumbrances, and expenditures against funding allocations.
  • Assist in tracking federal funding requirements, grant compliance, reporting, and audits.
  • Maintain detailed records of invoices, approvals, reminders, and financial data.
  • Prepare financial reports, budget updates, and project status reports for leadership and funding agencies.
  • Identify discrepancies or billing issues and work with contractors to resolve them.
  • Ensure compliance with federal, state, and local regulations including procurement rules.
  • Participate in project meetings providing financial and programmatic support.
  • Assist with audits, documentation requests, and closeout activities.
