Job summary

Horizon Construction Group, Inc. seeks a Learning & Development Manager to shape how employees grow from onboarding to leadership across construction operations.

You will partner with field teams and leaders to turn technical knowledge into practical learning and measure impact. This role goes beyond scheduling training; you will design strategy, manage budgets, and create career paths, mentoring programs, and train-the-trainer resources to scale capabilities across jobsites and offices.

Qualifications

• Bachelor’s degree in learning and development, organizational development, education, or a related field.
• Progressive experience designing, facilitating, and managing learning programs.
• Experience working with operational leaders and subject matter experts to create practical, job-relevant training.
• Experience developing onboarding, role-based learning, career development, leadership development, or train-the-trainer programs.
• Construction industry experience is strongly helpful, particularly in field or project-based environments.

Responsibilities

• Build and lead the learning strategy and annual plan.
• Align development priorities with business goals, workforce needs, and competency gaps.
• Establish practical standards for learning design, delivery, documentation, evaluation, and continuous improvement.
• Manage the learning budget and recommend investments based on business needs and expected impact.
• Create onboarding and role-based learning paths for construction positions and career transitions.
• Collaborate with field and office leaders, employees, HR, safety, quality, and subject matter experts to translate needs into learning solutions.
• Coach leaders and technical experts to become effective trainers, mentors, and facilitators.
• Coordinate learning calendars, participants, communications, locations, materials, vendors, and technology.
• Evaluate learning platforms, external partners, and tools; define outcomes before programs launch and measure on-the-job impact.
