Job summary

DVJ Consulting Engineers is seeking a Construction Inspector I/II in the Los Angeles area to oversee inspection and enforcement of project plans and permits across road, bridge and utility projects. You will coordinate material testing, respond to inquiries, and maintain thorough records.

Qualifications

  • Familiarity with Greenbook specs and standard plans for Public Works and experience using them.
  • Knowledge of Cal/OSHA Construction Safety Orders.
  • Ability to interpret plans, specs, and contract documents.
  • Ability to independently identify problems and propose solutions.
  • At least 1 year aggregate experience on road, bridge, water/sewer and related projects.
  • Ability to enforce temporary traffic controls per plans and MUTCD Chapter 6.
  • Ability to work independently with limited supervision.

Responsibilities

  • Inspect construction and oversee/enforce contract and permit documents across road, bridge, flood control, sewer, water, traffic signal, airport and utility projects.
  • Coordinate material testing and staking with Department staff.
  • Respond to public inquiries and communications from officials and other agencies.
  • Maintain accurate records, daily logs, reports and as-built plans; support change orders and documentation.
  • Prepare back-up documentation for payment and conduct related contract administration tasks.
  • Ensure safe operations and compliance with approved traffic controls and standards.
  • Establish and maintain effective working relationships with staff and stakeholders.

Job description

Roles and Responsibilities
  • a) Under the oversight and direction of PW Section Heads, Area Supervisors, Head Construction Inspectors, Resident Engineers or Consultant Construction Managers. A Construction Inspector I may be assigned individual projects or serve as an extension of PW staff on Public Works or permitted projects. A Construction Inspector l may also be assigned to one of five PW Permit Offices.
  • b) Perform construction inspection, oversight and enforcement of contract/permit documents for construction of various road, bridge, flood control, sewer, water, traffic signal, airport improvement, and utility service projects being constructed by contractors under a contract or a permit issued by the Department.
  • c) Arrange for material testing and construction staking to be performed by Department staff.
  • d) Respond to complaints and inquiries from the public, elected officials, other agencies, Project Management Division III and Land Development Division staff and other affected Department Divisions.
  • e) Coordinate communications between all interested and affected parties, maintain accurate records of work done, and perform other associated contract or permit administration tasks.
  • f) Recommend & prepare back-up documentation to or process change orders. Prepare daily logs, BMP reports, photographic reports and working day statements; collect work records; maintain accurate records of work done for payment purposes; conduct employee interviews; prepare as-built plans and perform other associated contract administration tasks.
  • g) Establish and maintain effective working relationships with Department staff.
  • h) Monitor permitted activities for safety compliance.
  • i) Monitor construction activities to ensure the public right of way is properly maintained and restored.
  • j) Reject work that does not meet minimum standards or permit requirements and issue notices to correct deficiencies.
Desired Qualifications
  • a) Familiarity with, and a working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and the Standard Plans for Public Works Construction, and experience in their use.
  • b) Working knowledge of the Cal/OSHA Construction Safety Orders.
  • c) Ability to interpret plans, specifications, special provisions and other contract documents.
  • d) Ability to independently identify potential problems and propose solutions.
  • e) At least one year of aggregate experience on road, reconstruction and resurfacing, bridge construction and rehabilitation, water and sewer lines, RCP or RCB storm drains, dam and reservoir modifications, pump stations, booster pump stations, traffic signal upgrade, installation or synchronization, and utility service projects.
  • f) Ability to enforce temporary traffic controls per approved traffic control plans, lane requirements or California MUTCD, Chapter 6.
  • g) Ability to work independently with limited supervision and oversight.
