Job summary

Internetwork Expert is seeking a Construction Manager to oversee public works projects in Los Angeles County. You will perform construction inspection, enforce contract documents, and manage on-site activities to ensure safety, quality, and timely completion.

Responsibilities include change orders, daily logs, budget and schedule tracking, and coordination with County staff. The ideal candidate will hold a California-licensed civil engineer or CM certification and have 5+ years of road/bridge

Qualifications

  • Graduation from an accredited college with a major in Civil or Construction Engineering.
  • Licensed professional in California, and/or Certified Construction Manager.
  • Familiarity with Public Works standards (Greenbook) and use of related plans.
  • Experience with Caltrans standards, OSHA orders, and EPA guidance.
  • Ability to interpret plans, specs, and contract documents.
  • Caltrans Local Assistance procedures knowledge; Academy or Resident Engineer experience.
  • Strong communication and public speaking skills.
  • Ability to work independently with minimal oversight.
  • 5+ years’ CM on road/bridge/flood control projects.

Job description

Roles and Responsibilities:

a) Under the oversight and direction of Public Works' Section Heads the Construction Managers will perform construction inspection, enforcement of compliance with the contract documents, scheduling, technical support, and on-site management of construction projects.

b) Prepare and process change orders, daily logs, and working day statements; collect work records; maintain accurate records of work for payment purposes; conduct employee interviews; prepare as-built plans and perform other associated contract administration tasks.

c) Arrange for materials testing and construction staking to be performed by Department staff.

d) Respond to inquiries from the public, elected officials, other agencies, Project Management Division III staff and other affected Public Works' Divisions.

e) Conduct community meetings.

f) Coordinate the construction of the project.

g) Prepare and maintain project budgets and schedules.

h) Prepare authorization documentation as directed.

i) Review the work of other County or consultant inspection staff and make recommendations on the approval of invoices.

j) Administer project contracts.

k) Manage cost and schedule performance of the project.

l) Prepare and coordinate monthly project construction reports.

m) Review and make recommendations on contractor submittals.

n) Evaluate and make recommendations on changes in scope of work and prepare requests for change orders.

o) Prepare and respond to contractor's correspondence including requests for information.

p) Interface with other County Departments and agencies to resolve problems and coordinate planning and other construction management functions as necessary.`

q) Prepare project meeting agendas, run project meetings, and prepare accurate meeting minutes.

r) The consultant shall monitor, coordinate, and evaluate all key project activities to ensure cost/schedule compliance, and quality assurance/control of project and contractor's performance. When appropriate, the consultant will participate in the training of Public Works' staff on preapproved project delivery techniques.

s) Establish and maintain effective working relationships with Project Management Division III and Public Works' staff.

t) Coordinate project close-out activities.

u) Manage public outreach program services such as Local Targeted Worker Hiring and Small Business Outreach.

Desired Qualifications:

a) Graduation from an accredited college with a major in Civil or Construction Engineering.

b) Licensed professional in California, and/or Certified Construction Manager.

c) Familiarity with, and a working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and the Standard Plans for Public Works Construction, and experience in their use.

d) Working knowledge of the Caltrans Standard Specifications, Standard Plans and Standard Special Provisions, and experience in their use.

e) Working knowledge of the Cal/OSHA Construction Safety Orders.

f) Working knowledge of the Environmental Protection Agency Policy & Guidance.

g) Ability to interpret plans, specifications, special provisions, and other contract documents.

h) Familiarity with contract administration requirements contained in the Caltrans Local Assistance Procedures Manual.

i) Graduation from the Caltrans Resident Engineer Academy or documented experience as the Resident Engineer on at least three major road, bridge, or dam construction projects.

j) Strong communication and public speaking skills.

k) Ability to work independently with minimal oversight.

l) Ability to independently identify problems and propose solutions.

m) At least five years of aggregate experience performing construction management on road, bridge, flood control including storm drain and dam and reservoir modification, sewer, water, traffic signal, or airport improvement projects.
