Job summary

Internetwork Expert in Los Angeles is seeking a Construction Inspector II/III to oversee public works projects, inspect construction, and enforce contract documents for roads, bridges, and utilities. The role includes coordinating with department staff, preparing logs and reports, and ensuring compliance with safety and permit requirements.

The incumbent will maintain records, respond to inquiries, and ensure right-of-way restoration while working with limited supervision.

Qualifications

• Familiarity with the Greenbook standards and Standard Plans for Public Works Construction and experience using them.
• Working knowledge of Cal/OSHA Construction Safety Orders.
• Ability to interpret plans, specifications, and other contract documents.
• Ability to independently identify potential problems and propose effective solutions.
• At least four years of aggregate experience on roadway reconstruction, bridge construction/rehabilitation, water/sewer lines, and related projects.
• Ability to enforce temporary traffic controls per approved plans and California MUTCD Chapter 6.
• Ability to work independently with minimal supervision.

Responsibilities

• Oversee assignments of projects or serve as an extension of PW staff on Public Works or permitted projects.
• Inspect construction and enforce contract/permit documents for road, bridge, sewer, water, utility, traffic signal, flood control, and airport improvement projects.
• Coordinate material testing and construction staking.
• Respond to public inquiries and to officials and staff from multiple agencies.
• Coordinate communications among all parties and maintain accurate work records.
• Prepare backup documentation, change orders, daily logs, BMP reports, and as-built plans; collect records for payment.
• Establish and maintain effective working relationships with Department staff.
• Monitor permitted activities for safety compliance.
• Ensure public right of way is properly maintained and restored.
• Reject non-conforming work and issue notices to correct deficiencies.

Job description

Roles and Responsibilities:

• a) Under the oversight and direction of PW Section Head, Head Construction Inspectors, Resident Engineers, or Consultant Construction Managers, Construction Inspector II's may be assigned individual projects or serve as an extension of PW staff on Public Works or permitted projects. Construction Inspector Il’s may also be assigned to one of five PW Permit Offices.
• b) Perform construction inspection, oversight and enforcement of contract/permit documents for construction of various road, bridge, sewer, water, utility service, traffic signal, flood control, and airport improvement projects being constructed by contractors under a contract or a permit issued by the Department.
• c) Arrange for material testing and construction staking to be performed by Department staff.
• d) Respond to complaints and inquiries from the public, elected officials, other agencies, Project Management Division III and Land Development Division staff and other affected Department Divisions.
• e) Coordinate communications between all interested and affected parties, maintain accurate records of work done, and perform other associated contract or permit administration tasks.
• f) Recommend & prepare back-up documentation to or process change orders. Prepare daily logs, BMP reports, photographic reports and working day statements; collect work records; maintain accurate records of work done for payment purposes; conduct employee interviews; prepare as-built plans and perform other associated contract administration tasks.
• g) Establish and maintain effective working relationships with Department staff.
• h) Monitor permitted activities for safety compliance.
• i) Monitor construction activities to ensure the public right of way is properly maintained and restored.
• j) Reject work that does not meet minimum standards or permit requirements and issue notices to correct deficiencies.

Desired Qualifications:

• a) Familiarity with, and a working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and the Standard Plans for Public Works Construction, and experience in their use.
• b) Working knowledge of the Cal/OSHA Construction Safety Orders.
• c) Ability to interpret plans, specifications, special provisions and other contract documents.
• d) Ability to independently identify potential problems and propose solutions.
• e) At least four years of aggregate experience on roadway reconstruction and resurfacing, bridge construction and rehabilitation, water and sewer lines, RCP or RCB storm drains, dam and reservoir modifications, pump stations, booster pump stations, traffic signal upgrade, installation or synchronization, airport improvement, and utility service projects.
• f) Ability to enforce temporary traffic controls per approved traffic control plans, lane requirements or California MUTCD, Chapter 6.
• g) Ability to work independently with limited supervision and oversight.
