Job summary

Internetwork Expert in Los Angeles seeks a Construction Inspector I/II to oversee and enforce public works contracts on road, bridge, and utility projects.

You will interpret plans, coordinate with stakeholders, maintain records, and ensure safety and compliance with Greenbook, MUTCD, and Cal/OSHA orders. You will work under PW section heads and supervisors, ensuring quality, safety, and accurate documentation in daily logs and reports.

Qualifications

  • Familiar with Greenbook and Standard Plans.
  • Working knowledge of Cal/OSHA Construction Safety Orders.
  • Ability to interpret plans, specifications and contract documents.
  • Ability to independently identify problems and propose solutions.
  • At least one year of aggregate experience on road, bridges, water/sewer projects.

Responsibilities

  • Under supervision of PW Section Heads and supervisors, assist on construction inspection and enforcement.
  • Perform contract/permit document oversight for varied public works projects.
  • Arrange material testing and construction staking as needed.
  • Respond to inquiries from public and officials.
  • Coordinate communications, maintain records, and assist with contract administration tasks.
  • Prepare back-up documentation for change orders and maintain logs, reports, and as-built plans.
  • Establish and maintain effective working relationships with Department staff.
  • Monitor safety compliance for permitted activities.
  • Ensure public right of way is maintained and restored.
  • Reject non-conforming work and issue deficiency notices.

Job description

Roles and Responsibilities:
  • a) Under the oversight and direction of PW Section Heads, Area Supervisors, Head Construction Inspectors, Resident Engineers or Consultant Construction Managers. A Construction Inspector I may be assigned individual projects or serve as an extension of PW staff on Public Works or permitted projects. A Construction Inspector l may also be assigned to one of five PW Permit Offices.
  • b) Perform construction inspection, oversight and enforcement of contract/permit documents for construction of various road, bridge, flood control, sewer, water, traffic signal, airport improvement, and utility service projects being constructed by contractors under a contract or a permit issued by the Department.
  • c) Arrange for material testing and construction staking to be performed by Department staff.
  • d) Respond to complaints and inquiries from the public, elected officials, other agencies, Project Management Division III and Land Development Division staff and other affected Department Divisions.
  • e) Coordinate communications between all interested and affected parties, maintain accurate records of work done, and perform other associated contract or permit administration tasks.
  • f) Recommend & prepare back-up documentation to or process change orders. Prepare daily logs, BMP reports, photographic reports and working day statements; collect work records; maintain accurate records of work done for payment purposes; conduct employee interviews; prepare as-built plans and perform other associated contract administration tasks.
  • g) Establish and maintain effective working relationships with Department staff.
  • h) Monitor permitted activities for safety compliance.
  • i) Monitor construction activities to ensure the public right of way is properly maintained and restored.
  • j) Reject work that does not meet minimum standards or permit requirements and issue notices to correct deficiencies.
Desired Qualifications:
  • a) Familiarity with, and a working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and the Standard Plans for Public Works Construction, and experience in their use.
  • b) Working knowledge of the Cal/OSHA Construction Safety Orders.
  • c) Ability to interpret plans, specifications, special provisions and other contract documents.
  • d) Ability to independently identify potential problems and propose solutions.
  • e) At least one year of aggregate experience on road, reconstruction and resurfacing, bridge construction and rehabilitation, water and sewer lines, RCP or RCB storm drains, dam and reservoir modifications, pump stations, booster pump stations, traffic signal upgrade, installation or synchronization, and utility service projects.
  • f) Ability to enforce temporary traffic controls per approved traffic control plans, lane requirements or California MUTCD, Chapter 6.
  • g) Ability to work independently with limited supervision and oversight. The consultant is expected to be responsible for, but not limited to, a combination of the following essential functions:
