Qualifications

  • Knowledge of Caltrans Standard Specifications, Plans and Provisions.
  • Knowledge of Cal/OSHA Construction Safety Orders.
  • Ability to interpret plans, specifications, and contract documents.
  • Strong communication and public speaking skills.
  • Ability to work independently with minimal oversight.
  • Ability to identify problems and propose solutions.
  • 1–3 years of aggregate construction management experience on road, bridge, flood control, sewer or water projects.

Responsibilities

Job description

Roles and Responsibilities:
  • a) Under the oversight and direction of Public Works' Section Heads the Construction Managers will perform construction inspection, enforcement of compliance with the contract documents, scheduling, technical support, and on-site management of construction projects.
  • b) Prepare and process change orders, daily logs, and working day statements; collect work records; maintain accurate records of work for payment purposes; conduct employee interviews; prepare as-built plans and perform other associated contract administration tasks.
  • c) Arrange for materials testing and construction staking to be performed by Department staff.
  • d) Respond to inquiries from the public, elected officials, other agencies, Project Management Division III staff and other affected Public Works' Divisions.
  • e) Coordinate the construction of the project.
  • f) Prepare and maintain project budgets and schedules.
  • g) Review the work of other County or consultant inspection staff and make recommendations on the approval of invoices.
  • h) Administer project contracts.
  • i) Manage cost and schedule performance of the project.
  • j) Review and make recommendations on contractor submittals.
  • k) Evaluate and make recommendations on changes in scope of work and prepare requests for change orders.
  • l) Prepare and respond to contractor's correspondence including requests for information.
  • m) Interface with other County Departments and agencies to resolve problems and coordinate planning and other construction management functions as necessary.
  • n) Prepare project meeting agendas, run project meetings, and prepare accurate meeting minutes.
  • o) Monitor, coordinate, and evaluate all key project activities to ensure cost/schedule compliance, and quality assurance/control of project and contractor’s performance. When appropriate, the consultant will participate in the training of Public Works' staff on preapproved project delivery techniques.
  • p) Establish and maintain effective working relationships with Project Management Division III and Public Works' staff.
  • q) Coordinate project close-out activities.
  • r) Manage public outreach program services such as Local Targeted Worker Hiring and Small Business Outreach.
Desired Qualifications:
  • a) Graduation from an accredited college with a major in Civil or Construction Engineering.
  • b) Familiarity with, and a working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and the Standard Plans for Public Works Construction, and experience in their use.
  • c) Working knowledge of the Caltrans Standard Specifications, Standard Plans and Standard Special Provisions, and experience in their use.
  • d) Working knowledge of the Cal/OSHA Construction Safety Orders.
  • e) Ability to interpret plans, specifications, special provisions, and other contract documents.
  • f) Strong communication and public speaking skills.
  • g) Ability to work independently with minimal oversight.
  • h) Ability to independently identify problems and propose solutions.
  • i) One to three years experience in aggregate performing construction management on road, bridge, flood control including storm drain and dam and reservoir modification, sewer, water, traffic signal, or airport improvement projects.
