Job summary

City of Coral Springs is seeking a Public Works Inspector to review plans, inspect contractor work, and permit construction across streets, sidewalks, stormwater, and utilities.

Under the City Engineer, you will coordinate activities in the public right-of-way, liaise with contractors, utility providers and residents, and ensure compliance with city, state and federal regulations. Five years of relevant experience and required certifications are expected; Florida Driver License is required.

Qualifications

  • High school diploma or GED required; 5+ years in public works construction/inspection.
  • Certification: FDEP Stormwater, Erosion & Sedimentation; OSHA 10.
  • MOT Intermediate or Advanced level.
  • Florida driver's license with acceptable driving record.
  • Preferred: Associate degree in civil engineering or construction management.

Responsibilities

  • Review plans and inspect contractor work for permit compliance in public rights-of-way.
  • Coordinate permitted construction activities to minimize conflicts and protect public safety.
  • Liaise with utility reps, contractors, agencies and the public on construction matters.
  • Provide field changes within delegated authority and escalate issues as needed.
  • Inspect roadways, utilities, and city facilities for compliance and safety.
  • Support records and testing, maintain project status data.

Job description

Under the direction of the City Engineer this position shall review, inspect and permit construction of all scope types within the public infrastructure domain. Scopes of improvements, modifications and additions include but are not limited to Streets, Sidewalks, Driveways, Stormwater, Water/Sewer Distribution, Water Treatment, City Facilities, Telecommunications and other various construction activities that can be found within Public Rights-of-Way and at City Properties. Inspector shall review construction plans, specifications and field conditions throughout project lifecycles to ensure compliance with all applicable city, state, federal and other regulatory requirements. Full understanding of the permitting review process and regulatory compliance is key to this position.

  • Reads, reviews and interprets construction plans and specifications for compliance to permit criteria and specifications. Reviews and recommends engineering permits; inspects contractor work in public rights-of-way.
  • Coordinates all permitted construction activities within the public right-of-way to minimize conflicts, delays and ensure public safety, proper installations and adequate site restoration.
  • Research and signs off on driveway & telecommunication permits for the department and follows up with contractors and homeowners about potential utilities conflicts.
  • Coordinates construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies and the public.
  • Serves as the primary liaison for the City Engineer on all construction matters in the Public Right-of-Way.
  • Provides oversight for all construction activities performed in the City Right-of-Way by both private contractors and vendors hired by the city.
  • Interprets contractual documents, enforces rules and regulations. Authorizes field changes within delegated authority. Uses judgement for elevating concerns to management.
  • Assist in resolving resident and restoration concerns.
  • Performs roadway inspection including interpretation of testing reports
  • Performs site inspections on City's projects; conducts substantial complete and final inspections; keeps data of project status and reports deficiencies.
  • Supervises water and sewer shutdowns due to construction activities and for emergency purposes.
  • Provides contact information to set up pre-construction jobsite meets before any construction starts.
  • Implements, modifies, and revises forms for records, construction progress reports, correspondence, tests; reviews and approves invoices for contractor payment. Schedules and make arrangements for construction survey, soil and material test; conducts a variety of tests on new facilities.
  • Inspects, monitors and investigates activities related to compliance with the National Pollutant Discharge Elimination System (NPDES) to ensure compliance with regulations relative to stormwater runoff from construction sites.
  • Reviews and Provides maps/as-builts from GIS as needed for staff and for public records requests.
  • Advises department heads and other officials on construction projects that can have a direct impact on city infrastructure.
  • Provide technical support and guidance on behalf of the City Engineer to contractors and city staff in the field. Support larger multi-divisional public works projects as needed by the Engineering team.
  • Foresee, mitigate and elevate life safety & construction issues; Regarding the health, safety and welfare of fellow employees and the general public, the Inspector utilizes engineering judgement to cease concerning construction activities that pose life safety issues.
  • Assists Public Works crews, as necessary.
Required:
  • High School Diploma or GED
  • Minimum of 5 years of experience in Public Works Construction Inspection, Construction Engineering Inspection or an equivalent combination of education, experience and certification.
  • FDEP Stormwater, Erosion, and Sedimentation Control Inspector (or ability to obtain in 6 months)
  • OSHA 10 hours Construction Safety and Health Certificate
  • MOT Intermediate or Advance Level
  • Florida Driver License and have an acceptable driving record.
Preferred Certifications:
  • Associate Degree in Civil Engineering or Construction Management
  • AFSSA Traffic Control Supervisor
  • Sign & Pavement Marking Technician (IMSA Level I or II)
  • ADA Inspector
  • ACI Technician

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
