Job summary

JBS International seeks a CMS Enterprise Strategy & Operations Director to serve as the organization’s highest-level SME on federal health operations, enterprise transformation, and CMS administration. You will advise CMS leaders, shape strategic opportunities, and guide solution development at the portfolio level while delegating day-to-day delivery to project managers.

This hybrid role requires 2-3 days onsite weekly at our North Bethesda, MD HQ, overseeing BPA strategy and cross-group

Qualifications

• Master's degree or higher in a relevant field.
• 15+ years of leadership in federal health, public-sector consulting, enterprise operations, or related area; 10+ years in CMS programs.
• Deep knowledge of CMS structures, priorities, contracting, governance, and data-driven decision support.
• Strong communication, facilitation, negotiation, and consensus-building abilities; cross-boundary leadership.
• Eligible to obtain Public Trust clearance.

Responsibilities

• Provide senior leadership to CMS enterprise operations, governance, and transformation initiatives.
• Advise on enterprise strategy, performance management, and cross-component coordination.
• Lead or support executive briefings, governance reviews, and strategic planning sessions.
• Shape growth, bid/no-bid decisions, and competitive call order responses.
• Ensure portfolio alignment with CMS priorities, quality, compliance, and security.
