Job summary

JBS International is seeking an Enterprise Strategy & Operations Director, SME II, to serve as a nationally recognized federal health operations expert. You will shape CMS transformation, guide solution development, and provide high-level governance across the BPA portfolio.

The role operates at the portfolio level, partnering with CMS leaders and the Celerian Group to position JBS for integrated enterprise support, with 2-3 days on-site at our North Bethesda, MD headquarters.

Qualifications

• Master's degree in public administration, business, public health, health policy, management, or related field.
• At least 15 years of progressively responsible leadership in federal health, public-sector consulting, or related field.
• Minimum 10 years in executive or senior leadership supporting CMS programs, contracts, or transformation.
• Experience leading federal enterprise contracts or portfolios valued at more than $10 million annually.
• Deep knowledge of CMS structures, priorities, contracting, governance, risk and data-driven decision support.

Responsibilities

• Advise CMS leaders on enterprise transformation, operational effectiveness, and cross-component coordination.
• Lead governance reviews, strategic planning sessions, and executive briefings.
• Translate CMS objectives into practical enterprise strategies and implementation plans.
• Provide BPA-level governance, quality oversight, and risk visibility across the portfolio.
• Support growth by identifying call order opportunities and shaping solutions.
