Job summary

JBS International, Inc. is seeking a CMS Enterprise Strategy & Operations Director (SME II) to serve as a trusted advisor and senior leader for CMS operations and enterprise transformation.

The role provides BPA-level strategy, governance, and portfolio oversight, with 2-3 days onsite weekly at the North Bethesda, MD headquarters. This is a high-visibility position requiring extensive federal health program experience and executive leadership capabilities.

Qualifications

• Education: Master’s degree in public administration, business, public health, health policy, management, or related field.
• Experience: >=15 years leadership in federal health/public-sector consulting, enterprise operations, or related field; >=10 years in CMS or enterprise programs.
• Knowledge: Deep CMS knowledge; enterprise strategy, governance, contracting, performance management, organizational change, risk management, data-driven decision support.
• Skills: Exceptional communication, facilitation, negotiation, consensus-building; ability to advise senior federal executives and lead across organizational boundaries.
• Business Development: Demonstrated opportunity shaping, solutioning, teaming, proposal leadership, and/or oral presentations for federal work.
• Security Clearance: Eligible for Public Trust; background investigations as required.
• Location: Hybrid work model; 2-3 days onsite at North Bethesda, MD headquarters.

Responsibilities

• Serve as senior interface and trusted advisor to CMS leaders, guiding priorities and decision-making environments.
• Provide strategic direction, governance, quality oversight, and growth leadership for enterprise operations and BPA delivery.
• Lead or support governance reviews, strategic planning, and executive briefings with cross-component coordination.
• Identify and recruit leaders and subject matter experts for anticipated call orders and opportunities.
• Align capabilities with CMS priorities; promote scalable program management, change management, and data-driven performance practices.
