Job summary

Chicanos Por La Causa, Inc. seeks a Clinical Program Manager in New Mexico to provide strategic and clinical leadership for Medicaid-funded behavioral health within supportive housing and homelessness response.

You will oversee CPSS implementation, quality, and Medicaid reimbursement across multiple housing programs. You will supervise CPSW Leads and CPSWs, ensuring trauma‑informed, recovery‑oriented care, with alignment to MAD requirements and organizational standards.

Qualifications

  • Master’s degree in social work or related field required.
  • Licensed to practice in NM (LCSW/LPCC/LMFT) required.
  • Minimum 2–3 years of post-licensure clinical experience.
  • 2–3 years supervisory or leadership experience.
  • Experience with Medicaid billing and documentation preferred.

  • Provide clinical and administrative supervision to CPSW staff in accordance with MAD and licensing board requirements.
  • Oversee day-to-day clinical operations of Medicaid billable peer services across programs.

HOW WILL YOU MAKE AN IMPACT?

As the Clinical Program Manager, you will provide strategic and clinical leadership for Medicaid-funded behavioral health services within the Supportive Housing and Homelessness Response pillar. You'll oversee the implementation, quality, and compliance of Certified Peer Support Services (CPSS) across key programs, including the Women’s Housing Navigation Center, Gateway West Shelter, and additional supportive housing initiatives as they are developed.

The Clinical Program Manager ensures that all services align with New Mexico Medicaid (MAD) requirements, behavioral health best practices, and organizational standards. You'll drive clinical oversight, program development, quality assurance, and regulatory compliance, ensuring that peer support services are recovery-oriented, trauma-informed, and effectively documented to support Medicaid reimbursement.

This role provides supervision and guidance to CPSW Leads and Certified Peer Support Workers (CPSWs), fostering a high-performing team that delivers person-centered, culturally responsive care. The Clinical Program Manager ensures clinical integrity across programs while supporting staff development, coaching, and adherence to service delivery standards.

In partnership with the Regional Director and executive leadership, you'll drive program strategy, continuous quality improvement, and expansion of Medicaid billable services across shelter-based and housing-focused programs. This includes building and strengthening program infrastructure—such as policies, procedures, workflows, and documentation systems—to support scalable, compliant, and sustainable services.

You will collaborate closely with the Integrated Health and Human Services (IHHS) pillar and shared services teams—including compliance, quality, human resources, finance, and billing—to ensure operational alignment, regulatory adherence, and excellence in service delivery.

Your efforts will be critical in advancing innovative service models within homelessness response systems, supporting the integration of behavioral health services into supportive housing environments, and preparing for future program growth across the organization.

Supervisory Responsibilities
  • Provides clinical and administrative supervision to CPSW Leads and CPSWs in accordance with New Mexico Medicaid (MAD), licensing board requirements, and organizational standards.

  • Reviews and approves clinical documentation to ensure compliance with Medicaid standards, medical necessity, and billing requirements.
  • Provides individual and group supervision, coaching, and performance feedback to ensure high-quality, recovery-oriented service delivery.
  • Leads hiring, onboarding, training, and evaluation of CPSW Leads and CPSWs.
  • Develops staff competencies in clinical documentation, ethical practice, and trauma-informed, housing-focused service delivery.
  • Addresses performance issues and implements corrective action plans when necessary.
  • Serves as the clinical authority and subject matter expert for peer support services across the Supportive Housing and Homelessness Response pillar.
WHAT MAKES YOU A GREAT CLINICAL PROGRAM MANAGER?
  • Expertise in Medicaid behavioral health services, documentation, billing compliance, and program design (New Mexico MAD strongly preferred).
  • Strong knowledge of Certified Peer Support Services and recovery-oriented systems of care within housing and shelter settings.
  • Experience designing and scaling clinical programs across multiple sites, including shelters and supportive housing environments.
  • Strong leadership experience supervising multidisciplinary, peer-based, or housing-focused teams
  • Deep understanding of trauma-informed care, harm reduction, and housing-first models.
  • Experience working with individuals experiencing homelessness, substance use, and/or mental health challenges.
  • Strong knowledge of clinical documentation standards, service authorization, and alignment with medical necessity.
  • Ability to integrate clinical services within a broader organizational and cross-system care framework.
Minimum Qualifications And Competencies
Education / Background:
  • Master’s degree in social work, Counseling, Marriage and Family Therapy, or related behavioral health field
  • Independently licensed in the State of New Mexico as one of the following:
    • LCSW (Licensed Clinical Social Worker)
    • LPCC (Licensed Professional Clinical Counselor)
    • LMFT (Licensed Marriage and Family Therapist) (Must meet NM requirements for independent practice and Medicaid reimbursement eligibility)
  • Must be eligible to provide clinical supervision per New Mexico licensing board requirements
  • Supervisory board-approved clinical supervisor credential required (or ability to obtain)
  • Minimum of 2-3 years of post-licensure clinical experience.
  • Minimum of 2-3 years of supervisory or leadership experience.
  • Experience with Medicaid billing, documentation, and compliance strongly preferred.
  • Experience working with vulnerable populations, including individuals experiencing homelessness, mental health, or substance use challenges.
  • This position requires driving on behalf of the company. Candidates must hold a valid driver’s license, meet the company’s motor vehicle record (MVR) standards, meet company’s insurance eligibility, and comply with all state and federal driving requirements. Ongoing employment is contingent upon maintaining an acceptable driving record.
  • Criminal history background check meeting applicable state, federal, licensing, or program standards.
