Civil Project Engineer

Role Description: Huitt-Zollars, Inc. has full-time opportunity for a Civil Project Engineer (Eng V) with 5-10 years of experience and will be a registered Professional Engineer for our Houston West office. This role works under the direction of the Construction Manager while performing oversite on multiple construction projects. The position requires to make periodic visits to the project sites. Candidates must pass HZ security clearance review.

Education: Bachelor's Degree in Civil Engineering (BSCE)

Duties:

  • Provide project oversight and contract administration on day-to-day contractor operations
  • Review Monthly Pay Applications and provide recommendations to the PMF Construction Manager for processing thru TFC. Provide technical support to the PMF Construction Manager and TFC, to include reviewing construction contractor pay requests to provide an opinion or recommendation within 3 working days of receipt as to whether the pay requests accurately reflect the percentage of construction accomplished during the period covered by the pay requests
  • Review contractor's monthly schedule submissions and provide an opinion and recommendation to the PMF Construction Manager
  • Review contractor submittals for compliance with contract plans and specifications
  • Review contractor RFI's and provide a recommendation to the Construction Manager as to the reply
  • Provide guidance to the construction inspectors as to contractor operations and performance of work
  • Review construction inspector daily reports on a daily basis
  • Attend PMF and contractor meetings for the purpose of coordination of inspections, contract administration, site security, or other project related issues
  • Provide support to the construction inspectors on daily quality assurance inspection of construction to determine compliance with contract documents and specifications. Provide recommendations to appropriate HZ representatives as to whether work is in full compliance
  • Provide technical support, review contract pay request for accuracy and process submittals
  • Attend meetings for inspection coordination, contract administration, site security and all other project matters
  • Perform closeout and warranty execution responsibility to include ensuring all necessary documentation is provided

Key Responsibilities:

  • Prepares and follows comprehensive Project Framework Instructions and proper work planning for a project. Ensures proper staff is assigned and utilized on their projects.
  • Reviews project reports and performance metrics to track project progress and budget. Leads successful projects (profit, on-schedule, quality, satisfied client).
  • Contributes to successful delivery and performance of projects.
  • Cultivates relationships with clients and holds strong relationships with clients.
  • Understands, follows, and enforces Huitt-Zollars' business process including weekly rhythm.
  • Takes active steps in the pursuit of winning new business or additional opportunities with existing clients and may be responsible for a stated portion of office sales goal. Assists and/or leads team in pursuit of new work (repeat work, SOQ and Proposals). Develops and/or executes project Win strategy.
  • Understands and follows HZ QMS and Quality initiatives. Ensures quality control measures are being adhered to on projects and daily operations.
  • Actively engages and participates in the training, coaching, and mentoring of junior staff.
  • Understands duties and responsibilities, possesses necessary job knowledge and technical skills, maintains job knowledge current.

Qualifications:

  • Bachelor's Degree in Civil Engineering (BSCE)
  • Registered Professional Engineer in State of Texas
  • 5-10 years of construction contract administration experience in managing construction projects, scheduling, design reviews, and material submittal reviews
  • Proficient in MicroStation, AutoCAD and Civil 3D a plus
  • Proficient in Microsoft Word, Excel, and Project
  • Must pass HZ security clearance review
  • Ability to work independently in a team environment and to manage multiple projects with limited supervision
  • Excellent verbal and written skills, communicating engineering information clearly and concisely

Physical Requirements:
