The City of Murrieta is seeking an Emergency Services Manager to lead the City’s comprehensive emergency management program within the Fire Department. The role focuses on EOC readiness, disaster planning, mitigation, response, recovery, and continuity of operations, while coordinating with regional, state, and federal partners.

It administers emergency plans, grants, and warning systems, and provides guidance to City leadership.

Formación

• Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, Fire Protection Administration, or closely related field.
• Five (5) years of professional experience in emergency management, disaster planning, or public safety administration with a public agency, including at least two (2) years of program management or supervisory experience.
• Master’s degree in Emergency Management, Homeland Security, Public Administration, Fire Protection Administration, or closely related field (desirable).

Responsabilidades

• Manages the operational readiness of the City’s primary and alternate EOC facilities and serves as EOC Manager during activations.
• Coordinates EOC activation, demobilization, and transitions between operational periods based on incident needs.
• Develops and conducts emergency management training programs and EOC exercises for staff and external partners; ensures SEMS/NIMS/ICS training compliance.
• Evaluates training outcomes, identifies gaps, and recommends improvements for citywide preparedness and response.
• Coordinates with leadership to ensure personnel understand and fulfill their emergency management responsibilities.
• Prepares and updates emergency plans (EOP, EAP, LHMP, COOP) and related annexes; supports the General Plan Safety Element updates.
• Manages emergency management technology (EOC info system, IPAWS/WEA, GIS) and supports documentation and coordination.
• Leads public disaster education, CERT operations, PSPS preparedness, and Firewise/community risk initiatives; pursues grants and cost recovery activities.
• Represents the City to regional/state partners (County OA, Cal OES, FEMA) and manages budget and PA reimbursements.
• Prepares staff reports and briefings for management and City Council; travels to facilities and incident sites as needed.
• Performs related duties and on-call requirements during activations.

Educación

Bachelor’s degree in Emergency Management / related field

Master’s degree in related field (desirable)
