Job summary

The Arc Northern Chesapeake Region seeks a Chief Program Officer to drive operational performance, quality, and financial sustainability across all programs in a person-centered framework. The CPO will partner with the President & CEO and the Executive Leadership Team to ensure compliant, high-quality services across DDA programs and monarc, LLC.

The role emphasizes strategic execution, leadership development, and continuous improvement to deliver meaningful outcomes for individuals and families

Qualifications

• Minimum of ten years of progressively responsible leadership experience in human services, healthcare, or related nonprofit organizations.
• Minimum of five years of executive or senior leadership experience overseeing multiple service lines.
• Strong understanding of disability services, including best practices, regulations, and funding streams.
• Experience leading complex operational environments with responsibility for quality, compliance, financial performance, and workforce leadership.
• Proven ability to build and maintain effective partnerships with diverse stakeholders to align work and achieve goals.

Responsibilities

• Provide executive leadership and direction for all assigned program and clinical operations.
• Translate organizational strategy into operational plans that achieve measurable results.
• Foster collaboration across departments to ensure seamless service delivery and an exceptional experience for individuals and families.
• Represent the organization with integrity and professionalism in relationships with community partners, government agencies, funders, and other stakeholders.
• Oversee program operations with standardized practices, leadership accountability, and performance expectations.
• Lead quality improvement initiatives to enhance service delivery, reduce risk, and strengthen organizational effectiveness.
• Develop and maintain operational policies and procedures to support compliant service delivery.
• Ensure staffing structures and resources support organizational growth and program expansion.
• Provide executive leadership for programmatic compliance, licensing, accreditation, and regulatory readiness.
