ProFound Executive Search is serving as an external search partner to The Arc of Chester County in its search for its Chief Executive Officer (CEO). This position reports to the Board of Directors, Board President at The Arc of Chester County.

About The Arc of Chester County

The Arc of Chester County is a 501(c)(3) nonprofit organization that provides advocacy, education, and services in Chester County, Pennsylvania. Its mission is to advocate, educate and provide services that empower individuals with disabilities and their families to enhance the quality of their lives.

Position Summary

The CEO is responsible for the overall management and operations of the organization. The CEO will strategically work to enhance The Arc of Chester County’s ability to realize its mission and expand its reach as a provider of advocacy, education, and human services. The CEO will be responsible for the direct supervision of the Chief Officers of the organization. The CEO will oversee the development and implementation of the agency personnel policies to ensure they reflect best practices and comply with all laws and regulations. The CEO will partner with key internal and external stakeholders to maintain and improve the organization’s image and financial position. The CEO is responsible for providing support to the Board of Directors to assist the board as necessary in fulfilling their fiduciary and governing responsibilities. The disability sector is navigating an increasingly complex legislative and regulatory environment at the federal, state, and local levels. The Arc is well positioned to build on its legacy and continue as a trusted provider, advocate, and community partner.

Position Responsibilities

  • Participate, collaborate and/or implement The Arc of Chester County’s 5-year strategic plan.
  • Complete all training and qualifications requirements.
Operations
  1. Recruit, supervise and evaluate the Chief Officers of the agency in accordance with the agency table of organization.
  2. Collaborate with staff and leadership on agency operations plans and goals.
  3. Seek and respond to recommendations for efficient and effective practices.
  4. Ensure that the Chief Officers effectively manage and implement departmental and agency plans.
  5. Guide others to develop operations‑related policies, practices, standards, and security measures to ensure effective, appropriate, and consistent execution.
  6. Present periodic performance reports and metrics to staff, the Board, and other relevant external and internal stakeholders.
  7. Organize and attend Board meetings as required.
  8. Assist the Board with volunteer recruitment and development; ensure staff support for Board and committees.
  9. Research community partnerships that will promote the mission of the organization and maximize the image and presence of The Arc in the community.
  10. Actively participate in community partnerships.
Programs and Services
  1. Recruit, supervise and evaluate the Chief Officer assigned to programs & services in accordance with the agency table of organization.
  2. Oversee the implementation of strategic goals and outcomes for the programs and services.
  3. Provide guidance and participate in program and service reviews, strategic planning and feasibility studies as needed.
  4. Keep informed of changes and developments in the social services field, nonprofit requirements, funder requirements and best practices.
  5. Monitor financial performance of programs and services.
  6. Research business opportunities and share information with leadership for action.
  7. Establish, cultivate, and maintain positive relationships with key decision makers and external leaders to advance the agency mission, goals, and strategic plans as they relate to programs and services.
  8. Represent the organization by participating on relevant boards, committees and providing national, state, and local presentations, attend external events/meetings, and the like.
Fiscal Oversight
  1. Recruit, supervise and evaluate the Chief Financial Officer (CFO) in accordance with the agency table of organization.
  2. Oversee the agency fiscal contractor(s) in collaboration with the CFO to ensure the critical tasks of the contractors are fulfilled.
  3. Ensure coordination and cooperation occurs between Chief Officer, management team, Finance and investment committees, and the board.
  4. Ensure all fiscal requirements for a non‑profit are met.
  5. Assist with presenting the agency budgets to the board for approval and assist with the presentation of investments and finance statements to the Board.
  6. Maintain and enhance the financial position for the agency through oversight, advocacy and ensuring implementation of strategic plans and goals.
  7. Ensure contracted staff, Chief Officers and management collaborate to ensure maximum financial position for the agency and maximum wages and benefits for the staff is achieved.
  8. Oversee the negotiations for services contracts and service rates and ensure that enhancing staff salaries are always a part of those negotiations.
  9. Oversee all vendor proposal processes to ensure bids are obtained and process to select vendors is implemented.
  10. Initiate and facilitate rates appeals, when applicable and appropriate.
  11. Ensure the fiscal staff and HR staff analyze all staff salaries to market wages and plan and adjust salaries as the budget and financial position of the organization allows.
  12. Continue ongoing efforts to increase administrative structure to achieve optimal table of organization.
  13. Guide and assist with the development and implementation of financial and investment policies and procedures.
Development (fundraising, communications, and marketing)
  1. Recruit, supervise and evaluate the Chief Development Officer (CDO) in accordance with the agency table of organization.
  2. Guide and assist in the development and implementation of the organization’s comprehensive Development Plan.
  3. Oversee the CDO so that the Development division has updated, compliant and best practice policies and procedures and ensure they are implemented consistently.
  4. Guide and assist in the development of agency fundraising, communications, and marketing plans.
  5. Support efforts to cultivate community partners, donors, major and planned gifts.
  6. Guide and assist the CDO to cultivate new corporate partners and supporters of The Arc.
Quality and Compliance
  1. Recruit, supervise and evaluate the Chief Quality and Compliance Officer (CQ&CO) in accordance with the agency table of organization.
  2. Monitor program quality and compliance to ensure the level of quality and compliance reflect the organization’s mission, vision, and core values.
  3. Oversee the agency CQ&CO annual quality and compliance plans and activities.
  4. Guide and assist the CQ&CO in the timely response of all required monitoring, licensing and quality and compliance activities.
  5. Participate in Quality Enhancement Committee meetings as needed.
  6. Guide and assist in the development and implementation of the organization’s Quality Management plan and other quality and risk management plans and activities.
  7. Guide, assist and participate in the agency safety committee as needed to monitor the implementation of all safety goals and strategies.
  8. Guide and oversee the quality and security of organization data systems.
  9. Guide and participate in discussions and negotiations with the organization’s insurance broker.
Administration / Human Resources
  1. Recruit, supervise and evaluate the Chief Administration Officer (CAO) in accordance with the agency table of organization.
  2. Monitor the development and implementation of quality human resource policies and procedures.
  3. Oversee the CAO to ensure Human Resource records are maintained and kept confidential.
  4. Guide and assist with the review and negotiations of employee benefits.
  5. Guide and assist with the review of market wages and direct the execution to adjust staff wages to market wages.
  6. Guide and assist with broker discussions for HR benefits.
  7. Oversee, direct, and participate in legal matters related to HR issues.
  8. Guide and assist with the development and implementation of policies and procedures that enhance onboarding, training plans, recruitment, and retention efforts.
  9. Assist with the development of succession planning and efforts to cultivate future leaders of The Arc.
  10. Monitor the administrative activities for the agency under the management of the CAO.
Required Qualifications
  • Bachelor’s degree in Nonprofit Management, Business, Human Services, Social Work, Disability Services, Special Education or related field
  • Minimum of 10 years of progressive leadership experience
  • Experience partnering with an executive team and Board of Directors
  • Experience leading, managing, and developing staff and teams
  • Demonstrated commitment to advocacy with and for the disability community
Preferred Qualifications
  • Nonprofit, human services, disability services, and/or special education experience
  • Experience managing a $25M+ budget
  • Experience navigating legislative and regulatory environments
  • Experience building relationships with government agencies, external partners, funders, donors, vendors, etc.
  • Experience representing an organization as an ambassador
