Job summary

OPARC seeks an experienced Program Manager to oversee licensed day programs, ensuring a safe, compliant, and person-centered environment for participants and staff.

The role covers program development, risk and financial oversight, supervision of staff, and adherence to Title 17, Title 22, and HCBS regulations across ADCs or Summit Services programs. Strong leadership and driving quality are essential.

Qualifications

• Bachelor's degree in social work, human services, business administration, or related field.
• Minimum of 2 years managerial experience in Day Programs for individuals with disabilities.
• Knowledge of Title 17, Title 22, DDS, Regional Center and FLSA regulations.
• Proven ability to manage complex programs, staff teams, and budgets.
• Strong organizational, communication, and leadership skills.
• Ability to pass DOJ background check, TB test, and provide immunizations.

Responsibilities

• Lead program development and compliance for licensed day programs.
• Oversee on-site and community engagement, supervision, and risk management.
• Manage budgets, staff performance, and adherence to regulations.
• Develop ISPs/PCPs with participants, families, and teams.
• Monitor quality assurance and outcome metrics to drive improvement.
