Job summary

Bay Area Community Services is seeking a Chief Program Officer to lead agency-wide program operations with full P&L responsibility for a $150M+ organization across many sites. The CPO partners with the CEO and senior leadership to ensure compliant, high-quality services, strong funder relations, and effective CQI across behavioral health and housing programs.

Qualifications

• Master's degree in a relevant field with at least ten years of senior leadership in behavioral health, homelessness, or housing services.
• Experience operating at COO/CPO or equivalent executive level with full P&L ownership.
• Strong understanding of regulatory frameworks (MHSA, HUD, Medi-Cal, county contracts).
• Proven ability to lead multi-site, multi-funder nonprofit or governmental operations.

Responsibilities

• Lead agency-wide program operations as primary executive partner to the CEO.
• Own full P&L for the program operations portfolio and manage financial risk.
• Ensure services comply with all funding streams and regulatory requirements.
• Oversee VPs, Directors, and site leadership with performance and financial reviews.
• Design a high-quality service delivery model aligned with mission and values.
• Drive Continuous Quality Improvement (CQI) across the organization.
• Manage contract compliance, grant management, and funder relationships.
• Build strong relationships with funders and community partners.
