ORGANIZATIONAL PROFILE

In November 2018, New York City voters approved three ballot initiatives establishing the New York City Civic Engagement Commission (CEC). The Commission is focused on promoting civic engagement across all of City government and making New York City decision making accessible to all New Yorkers. Specifically, the Charter mandates the Commission with running a citywide participatory budgeting program, providing poll site interpretation services, providing technical assistance to community boards, partnering with community-based organizations and civic leaders to increase awareness of City services, and assisting City agencies in developing civic engagement initiatives.

JOB RESPONSIBILITIES

The Civic Engagement Commission seeks a Programs Project Manager to support the project management of all phases of the People's Money process, CEC's citywide participatory budgeting program, the TRIE Neighborhood Initiative (TNI), a coalition building initiative in the communities with the highest rates of socio-economic and health disparities, and Voter Language Access (VLA), which provides supplementary language interpretation services at poll sites. Under the supervision of the Chief Programs Officer, the Programs Project Manager will be responsible for working collaboratively to build systems that support the seamless operation and project management including effective collaboration across program areas, supporting the development of project plans, managing and tracking key deadlines, and flagging gaps and proposing solutions for strengthening program management.

Specific responsibilities of the Programs Project Manager include:

  • Provide support to the Chief Program Officer establishing timelines, priorities, communications, and opportunities for team collaboration among team program leads
  • Leverage project management tools to advance TRIE program goals across the Commission as an organizing space, including efficient and effective use of cross-team outreach, communications, and digital skills and capacities
  • Lead and support project management, check in and conduct follow up on action items, identifying challenges and proposing solutions to keep projects on track
  • Identify and propose collaboration opportunities where appropriate to widen path of engagement and support for programmatic and outreach goals among CEC programs, and helping the CPO and program teams to operationalize
  • Developing a Project Management Plan for each phase of The People's Money:
    • Liaison with Program Directors and lead staff to develop annual project plans, and support team in tracking down deliverables in support of The People's Money, including those that involve other CEC teams, including budget and operations, communications, digital equity, and outreach.
    • Collaborate with all team members to strategize the best practices for Project management and troubleshooting emerging issues
    • Provide training as necessary to staff to enable successful use of Airtable and other relevant Project Management tools as they're developed
  • Providing facilitation, partnership management and operational support for PB phases, including the Borough Assembly, voting, and implementation phases of the People's Money
  • Staff and support administrative needs of the Participatory Budgeting Advisory Committee that will advise on increasing resources for and awareness of the People's Money
  • Make recommendations to the Chief Program Officer and support program leads in ongoing improvement and revision of PB processes and tools to ensure their successful adoption based on community and user feedback
  • Support the program implementation phase by flagging impact of process decisions that could impact successful project scoping based on participation inputs, and ensuring this phase is incorporated in reporting and communication plans
  • Provide data analytics and data visualization tools and assets for presentations and reports for the program team, including survey results, cbo deliverables and reporting, etc.
  • Support sortition process, from selection to onboarding
  • Provide staff support for CPO high-priority projects, including convenings to increase awareness of CEC programs
