Job summary

Opa Locka Community Development Corp. seeks an experienced CIP Manager to lead capital project planning, budgeting, and delivery for municipal infrastructure. You will oversee the CIP portfolio, ensure projects are scoped, funded, scheduled, and executed, and collaborate across departments and external agencies.

The role emphasizes long-range planning, governance improvements, and accountability with strong analytical and leadership skills in a fast-paced public sector environment.

Qualifications

• At least 5 years of progressively responsible project management or CIP-related experience, preferably in municipal infrastructure, engineering, or construction.
• Experience managing capital projects, budgets, schedules, contractors, and consultant teams.

Responsibilities

• Lead development of the City’s annual Capital Improvements Program budget and project list.
• Manage and update a rolling 5-year Capital Improvements Plan, ensuring project funding aligns with fiscal capacity.
• Coordinate with Finance to forecast capital expenses, debt requirements, and multi-year funding needs.
• Identify opportunities for grants, partnerships, and external funding to support capital priorities.
• Create and refine standardized workflows for capital project requests, approvals, cost controls, and change management.
• Oversee document management practices for plans, reports, contracts, and construction records.
• Implement project management tools to improve efficiency, transparency, and reporting.
• Represent the City in meetings, workshops, and community briefings related to capital projects.
