Job summary

The City of Portland, Texas, is seeking a Capital Projects Manager to oversee the planning, execution, and completion of the CIP. Reporting to the Director of Public Works, this role requires strong leadership and extensive project management experience to enhance city infrastructure.

Responsibilities include overseeing budgets, schedules, procurement, grants, and funding strategies, while ensuring compliance with regulations and collaboration with inspectors, engineers, and stakeholders.

Qualifications

• Bachelor’s degree in Engineering, Project/Construction Management, Civil Design, Public Administration, or a related field.
• Minimum 5-7 years of experience managing capital projects with budgets >$5M.
• Certifications CCM, PMP, PgMP are preferred.

Responsibilities

• Manage capital projects from inception to completion within time, scope, and budget.
• Develop and manage scopes, budgets, schedules, and procurement plans.
• Lead bid processes and compliance with contractors/consultants.
