Job summary

The City of West Sacramento is seeking a decisive Capital Improvement Manager to lead the Capital Projects portfolio, guiding capital and infrastructure delivery from budget to close-out. You will oversee citywide facilities, planning, and regulatory compliance while representing the department to residents and stakeholders.

Ideal candidates bring at least five years in public administration or CIP management, a Bachelor's in a related field, and a California driver’s license.

Qualifications

• Bachelor’s Degree from an accredited college or university with major coursework in public administration, public finance, planning, project management, construction management, management, civil engineering or related field.
• Five (5) years of increasingly responsible experience in public administration, capital improvement program/project management, or comparable experience demonstrating the ability to perform the essential functions of the position, including two (2) years of supervisory responsibility.
• Possession of, or ability to obtain, a valid California driver’s license.
• Possession of the following certification is desired, but not required: Valid Certificate of Registration as a Professional Civil Engineer in the State of California.

Responsibilities

• Plans, coordinates, manages and oversees budgeting, scheduling, programming, planning, design development and construction of City infrastructure projects.
• Develops and implements department goals, objectives, policies and procedures.
• Coordinates Capital Projects Department activities with other City departments and public agencies.
• Directs, oversees and participates in the development of department work plans.
• Leads the development of the City’s Capital Improvement Program and budget.
• Manages and oversees CIP requests and proposals during the annual budget process.
