Qualifications

• Bachelor's degree in Civil Engineering or related field.

Capital Improvement Program (CIP) Project Manager - Elk Grove, California

Hybrid Position - 2 days in office

Pay Rage: $160,000 - $180,000

Interwest Consulting Group is seeking an experienced Capital Improvement Program (CIP) Project Manager to join our Public Works Group. This position is ideal for a civil engineering professional with a strong background in managing municipal capital improvement projects, public infrastructure improvements, and public works programs. The successful candidate will be responsible for overseeing multiple capital improvement projects, coordinating with municipal agencies and engineering consultants, managing project budgets and schedules, and ensuring projects are delivered successfully from planning and design through construction. This is an excellent opportunity to join an established municipal consulting firm and play a key role in supporting public infrastructure improvements throughout California.

Key Responsibilities

• Manage and coordinate municipal Capital Improvement Program (CIP) projects, ensuring successful delivery within established schedules, scopes, and budgets.
• Manage projects through planning, design, permitting, bidding, and construction phases.
• Serve as the primary liaison between municipal clients, engineering consultants, contractors, regulatory agencies, and internal project teams.
• Develop and manage project schedules, budgets, scopes of work, and project deliverables.
• Coordinate and oversee multidisciplinary engineering and technical teams.
• Review engineering plans, specifications, cost estimates, and technical reports to ensure compliance with applicable standards and requirements.
• Prepare engineering proposals, task orders, project reports, and City Council staff reports.
• Present project updates and recommendations to municipal staff, city councils, boards, commissions, and other stakeholders.
• Coordinate public outreach efforts, including community meetings, workshops, and project presentations.
• Monitor project progress, identify potential challenges, and implement solutions to maintain schedules and budgets.
• Ensure compliance with applicable local, state, and federal regulations, engineering standards, and municipal requirements.
• Build and maintain strong working relationships with municipal clients and project stakeholders.

Qualifications

• Bachelor's degree in Civil Engineering or a related field.
• Minimum of 5 years of professional experience in civil engineering, public works, or infrastructure project management.
• Experience managing a diverse range of municipal Capital Improvement Program (CIP) projects, including public facilities, roadway and paving improvements, utilities, and other public infrastructure projects.
• Ability to oversee multiple types of capital projects, demonstrating versatility and adaptability across various project scopes and disciplines.
• Strong understanding of municipal public works processes, engineering design, and infrastructure project delivery.
• Experience coordinating with city or county agencies, consultants, contractors, and other project stakeholders.
• Ability to read, review, and interpret engineering plans, specifications, technical reports, and construction documents.
• Excellent written, verbal, organizational, and interpersonal communication skills.
• Ability to work independently while managing competing priorities and deadlines.

Preferred Qualifications

• Professional Engineer (PE) license in California.
• Experience managing municipal CIP programs for California cities or counties.
• Familiarity with California public works standards, permitting processes, and regulatory requirements.
• Experience with public agency project delivery, consultant selection, and contract administration.
• Familiarity with AutoCAD and other engineering or project management software.
• Experience preparing City Council presentations, staff reports, and public meeting materials.
