The Role: Business Development Manager – IT Consulting for State Agencies

As a Business Development Manager, you will manage accounts with state and local government agencies within Pennsylvania. You will oversee the business development lifecycle, from identifying opportunities and managing proposals to executing contracts and fostering client relationships.

This position is perfect for a results-oriented professional who thrives in collaborative environments and enjoys building long-term relationships in the public sector.

Key Responsibilities
  • Identify, develop, and expand opportunities for IT consulting solutions, focusing on agencies such as DHS and PennDOT.
  • Oversee state procurement processes, including RFPs, RFIs, RFQs, and contract renewals, ensuring compliance and quality.
  • Build and maintain trusted relationships with key stakeholders in the Pennsylvania government, serving as a knowledgeable advisor in IT and consulting solutions.
  • Collaborate with internal teams (Proposal, Recruiting, Executive Leadership) to craft innovative proposals that win contracts.
  • Maintain a robust pipeline of opportunities and develop strategies for success in upcoming procurements.
  • Deliver outstanding service and support to clients to ensure retention and satisfaction.
  • Execute growth strategies that align with IT consulting needs across Pennsylvania’s state government.
Who You Are

We are seeking candidates with a background in IT consulting and experience in the Pennsylvania state sector. You have a strong understanding of government procurement processes and a passion for driving public sector results.

What You Bring:
  • 5+ years of experience in IT consulting, government procurement, or business development, particularly within Pennsylvania’s state sector.
  • Proven expertise in managing state contracts, RFPs, RFIs, and other procurement processes.
  • In-depth knowledge of Commonwealth agencies (e.g., DHS, Department of Education, PennDOT) and their IT needs.
  • Strong negotiation, communication, and relationship-building skills to work effectively with state agency leaders.
  • Bachelor’s degree in IT, Business Administration, or a related field (MBA is a plus).
  • Proficiency in CRM tools (such as Salesforce) and advanced skills in Microsoft Office Suite (Excel, Word, PowerPoint).
Preferred Qualifications:
  • Demonstrated success in responding to IT-focused RFPs/RFIs and securing government contracts.
  • Experience in government technology projects, modernization efforts, or data management.
