Job summary

AFM Agency in New York is seeking an experienced Human Resources Manager fluent in Mandarin and English to oversee HR operations for our Midtown Manhattan office. This hands-on role focuses on employee relations, compliance, recruiting, and developing practical HR processes for a fast-growing business.

You will advise managers and staff on HR policies, manage investigations, lead full-cycle recruiting, and ensure compliance with federal, New York State, and New York City employment laws.

Qualifications

• Professional fluency in Mandarin and English.
• At least 3 years of progressive HR experience, including hands-on NY experience.
• Experience as an HRBP/HR Manager or Senior HR Generalist is preferred.
• Strong experience in employee relations, HR compliance, recruiting, and performance management.
• Knowledge of New York employment laws and HR practices.
• Bachelor’s degree or SHRM/PHR certification preferred.

Responsibilities

• Advise management and employees on HR policies, performance, and workplace matters.
• Handle employee relations, investigations, disciplinary processes, and conflict resolution.
• Support compliance with federal, New York State, and New York City employment requirements.
• Lead full-cycle recruiting, onboarding, and offboarding.
• Maintain employee records, HR policies, and internal documentation.
• Improve HR workflows and support a positive, professional workplace culture.
