HotFoot Recruiters is partnering with a growing engineering consulting organization in Phoenix, AZ to hire a Bilingual HR Generalist (Mandarin/English) as the company continues expanding its U.S. operations and building its internal HR team.
This position is ideal for an HR professional with hands‑on generalist experience who is comfortable supporting employees, recruiting, onboarding, HR administration, and day‑to‑day people operations in a growing, multicultural environment.

Responsibilities
- Support day‑to‑day HR operations and serve as a resource for employees and management.
- Coordinate recruiting activities, including job postings, candidate screening, interview scheduling, and hiring follow‑up.
- Manage new‑hire onboarding, orientation, employment documentation, and employee records.
- Assist with employee relations questions and elevate concerns when appropriate.
- Maintain accurate and confidential personnel files and HR documentation.
- Support benefits, payroll, timekeeping, and other HR administrative processes as needed.
- Assist with company policies, procedures, employee communications, and HR compliance.
- Coordinate offboarding and employee status changes.
- Prepare HR reports, spreadsheets, correspondence, and internal documentation.
- Communicate effectively with Mandarin‑and English‑speaking employees and leadership.
- Partner with leadership and employees across departments to support continued workforce growth.
- Assist with additional HR projects and responsibilities as the organization expands.
Qualifications
- Mandarin‑English bilingual ability required.
- Previous Human Resources experience required.
- Previous recruiting or talent acquisition experience strongly preferred.
- Excellent professional English communication skills required.
- Experience with onboarding, employee records, HR administration, recruiting, or employee support.
- Strong organization, attention to detail, follow‑through, and confidentiality.
- Comfortable working in a growing environment where responsibilities may evolve over time.
- Proficient with Microsoft Office, including Excel, Word, Outlook, and PowerPoint.
- Strong interpersonal skills and ability to communicate professionally with employees and leadership.
- Formal HR education is preferred, but relevant professional experience will be considered in lieu of a degree.
- Experience in engineering, construction, professional services, or a multicultural organization is a plus.
