• Assist with eligibility determinations and explain coverage options.
• Guide judges and employees on benefit matters; assist with new-hire benefits orientation.
• Prepare benefit analyses and program reports; assist with COBRA administration.
• Coordinate benefits analysts in NYC and Albany; travel within New York State may be required.

Job description

The New York State Unified Court System Office of Court Administration - Division of Human Resources is recruiting for (1) position in the Analyst Series. The position will be filled in one of the following titles and will be dependent on the qualifications and experience of the applicant selected: Senior Management Analyst or Management Analyst.

This position is assigned to the Benefits Unit and supports the administration and coordination of all non-salary benefit programs, including health insurance, life insurance, and other insurance plans. The position is responsible for the day-to-day supervision of unit staff and assists in managing operational workflows related to benefit program delivery. The role also serves as a point of contact with external entities such as the New York State Employee Retirement System and the New York State Department of Civil Service on benefit-related matters.

Key Responsibilities:

• Supervising daily unit operations and staff.
• Assisting as a liaison with health maintenance organizations, insurance carriers, and other relevant parties regarding coverage and individual claims submitted by members of the judiciary.
• Supporting communication between judges and justices and the New York State Employee Retirement System concerning pension and retirement-related inquiries.
• Reviewing new or proposed changes in benefit programs and helping develop instructional and training materials for staff in local courts and administrative offices.
• Helping ensure compliance with federal and state regulations governing benefit programs.
• Supporting eligibility determinations and explaining available coverage options.
• Guiding judges and employees on benefit matters.
• Assisting with new-hire benefits orientation.
• Clarifying policies on eligibility, coverage, and application of benefit provisions.
• Addressing unusual or complex benefit cases and responding to inquiries.
• Preparing benefit analyses and program reports.
• Assisting in the administration of the COBRA program.
• Coordinating the work of benefits analysts located in New York City and Albany.
• Travel within New York State may be required.

Qualifications:

Senior Management Analyst:

One year in the Management Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and four (4) years of relevant experience; or An equivalent combination of education and experience. Preference will be given to candidates with extensive benefits and contract management experience.
