Job summary

Innovative Consulting & Management Services (ICMS) seeks a Program Manager / Operations Manager (Aviation) to lead an aviation maintenance contract on site in Jacksonville, FL. You will oversee contract performance, quality, safety, and coordination with government authorities.

Requires 8+ years in military aviation maintenance management, a relevant bachelor's degree, and a Secret clearance. Exempt, full‑time onsite role; pre‑employment screening applies. ICMS is an Equal Opportunity Employer.

Qualifications

• Bachelor’s degree in a relevant discipline is desired (Aviation Management, Business Admin, Engineering, Logistics).
• Minimum of 8 years’ experience in military aviation maintenance management.
• Experience managing government service contracts (cost, schedule, quality, staffing, performance).
• Experience supervising, hiring, training, scheduling, and managing personnel.
• Knowledge of military aircraft maintenance organizations under COMNAVAIRFORINST 4790.2D.
• Experience in safety, documentation, hazmat, training/certifications, scheduling and production control.
• Understanding of depot maintenance operations for aircraft/components.
• Excellent written and verbal communication skills.

Responsibilities

• Serve as primary interface with government program authorities on technical and program issues.
• Oversee execution of contract requirements and resources.
• Manage acquisition and employment of program/project resources.
• Act as on-site general manager for the contractor.
• Ensure procedures meet ISO 9001, AS 9100, and ISO 14001 standards.
• Handle investigations and reports for quality defects.
• Manage employee schedules, overtime, leave, and coverage.
• Notify COR within sixty minutes of absences; bi-weekly reports.
• Monitor for fraud, waste, and abuse and escalate as needed.
• Attend meetings with COR/PCO and report to HR/management.
• Ensure client satisfaction through timely reporting and corrective actions.
