Applications Architect II for the IT Division
This position serves as a senior-level Applications Architect for the City, acting as the primary solutions architect for high-complexity projects, a Database Administrator for business applications, and the Tier 3 escalation point for the most complex enterprise application issues. The role leads research and evaluation of emerging technologies, serves as a subject matter expert during technology discovery and procurement, and develops custom solutions using low-code, no-code, and scripting tools to automate business processes. Day-to-day work includes SQL database maintenance, schema design and reverse engineering, API definition, reporting solutions, and participation in 24x7 emergency support for IT infrastructure. Candidates need a bachelor's degree in a related field plus 3-5 years of general IT experience and 1-3 years of specialized experience in areas such as SQL administration, business intelligence, programming, or low-code development, with public safety positions also requiring an FBI background check and ACJIS certification. Success in the role depends on broad IT versatility, independent research skills, strong customer service, and the ability to manage medium-sized projects with minimal supervision.
Please note that the position will require on-site work during the initial training period, which is expected to be approximately six months or longer based on training and operational needs. After the training period, remote or hybrid work may be considered in accordance with applicable City policy and directives, with the potential to work up to two days remotely, subject to position requirements and supervisor approval.

- Leads innovative initiatives and researches new technologies; develops public-private partnerships; assists in development and implementation of citywide innovation strategies; collaborates with regional entities; attends technology conferences to stay abreast of new technologies.
- Researches, tests, and evaluates emerging and disruptive technologies as a solutions architect; makes recommendations on new technology solutions; identifies current trends and emerging capabilities, solutions, and technologies that will provide innovative value.
- Serves as technical lead, critical resource and subject matter expert (SME) in the discovery, evaluation and selection of innovative technologies (including in procurement); serves as SME on project teams and captures requirements, high-level scope, priority, details, and goals of initiatives.
- Develops custom solutions utilizing low-code or no-code technology to automate complex business processes.
- Develops scripts to automate common procedures
- Reverse engineers SQL database tables to provide automated solutions and reporting for enterprise applications.
- Performs regular maintenance on SQL databases.
- Defines application program interfaces to the database as appropriate.
- Provides Tier 3 application support for complex problems.
- Provides 24x7x365 emergency support for the IT infrastructure.
- Provides guidance and training to other members of the team.
- Other duties as assigned.
MINIMUM REQUIREMENTS
- Bachelor’s Degree in Computer Science, Management, or Information Systems or a closely related field.
- 3 years of general Information Technology experience to include 1 year of specialized IT experience in one or more of the following areas:
- SQL Database Administration
- SQL Database Schema Design
- Business Intelligence
- Programming
- Low-code or no-code solution development
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
Public Safety Specific Positions
- Ability to pass an FBI background check, ACJIS training/testing and a Polygraph
DESIRED EXPERIENCE AND TRAINING
- 5-7 years of general Information Technology experience
- 3-5 years of specialized IT experience in one or more of the following areas:
- SQL Database Administration
- SQL Database Schema Design

OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver’s license.
- Regular attendance is an essential function of this job to ensure continuity.
- While serving as Primary during a week-long 24-hour Public Safety On Call Support shift, individuals must remain within a one-hour travel distance of the Law Enforcement Administration Facility (LEAF) at 911 E Sawmill Road, Flagstaff, and be available for immediate on-site response.
